Consider a resolution authorizing the use of the Competitive Sealed Proposal method for the Water System Capital Improvements Plan - Phase 3 project and delegating authority to the Interim City Manager, or designee, to implement the Competitive Sealed Proposal method for the construction of said project as allowed under State of Texas Government Code Chapter 2269, Subchapter D.
