Consider and take appropriate action regarding Ordinance O-20-26, an ordinance of the City Council of the City of Kaufman, amending the City of Kaufman Personnel Policies Manual, amending Subsection (a) “Adoption of personnel policies manual” and Subsection (b) “Adoption of city job classification, compensation plan and step schedule” of Section 2.03.001 “Personnel policies manual adopted; repeal of conflicting provisions”, of Article 2.03, “Personnel Regulations” of Chapter 2, “Administration and Personnel” of the Code of Ordinances; and providing an effective date.
  7. Discussion and review of the proposed City of Kaufman's 5-year Capital Improvement Plan.
  8. Consider and take appropriate action on Resolution R-15-26, a resolution of the City Council of the City of Kaufman, Texas, approving the annual review of the City of Kaufman Investment Policy pursuant to the Public Funds Investment Act; approving the adoption of an amended City of Kaufman Investment Policy; and providing for an effective date.
  9. Consider and take appropriate action on Resolution R-16-26, a resolution of the City Council of the City of Kaufman, Texas, approving an amendment to the City of Kaufman Purchasing Policy Guidelines ("Purchasing Policy"); and providing an effective date.
  10. Consider and take appropriate action on the nomination of individuals for Places 1 through 4 of the Board of Trustees for the Texas Municipal League Intergovernmental Risk Pool; and authorize the City Manager to execute necessary documents.
  11. Discussion and review of an update to the City of Kaufman's Personnel Policies, including the Job Classification & Step Pay Plan for fiscal year 2027.
  12. Consider and take appropriate action to approve the transfer of aged bills to Collection of Delinquent Utility Billing Accounts Receivable Balances.
  13. Discussion regarding items on the Regular Session Agenda, including the consideration of Executive Session items
  14. Conduct a public hearing and consider and take appropriate action on Resolution R-17-26, a Resolution of the City Council of the City of Kaufman, Texas, approving an updated City of Kaufman Capital Improvements Plan for Fiscal Years 2027 through 2031.
  15. Consider and take appropriate action on a Final Plat for Kings Fort Addition, Block A, Lot 6, situated on 10.000 acres of land (Property ID 225369), out of the D. Falcon Survey, Abstract No. 151, in the City of Kaufman, Kaufman County, Texas, said property being generally located on the west side of SH 34 and south side of Kings Fort Parkway. (Case No. FP-03-26)
  16. Sec. 551.071. CONSULTATION WITH ATTORNEY. (1) to seek advice from the City Attorney regarding: (A) pending or contemplated litigation; (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act: Cause No. 124905-86; Enclave at Kings Fort, Inc. v. City of Kaufman, et al (86<sup>th</sup> Judicial District Kaufman County) and Cause No. 126141-422, Jeremy Hopson, City of Kaufman, Texas, et al, (422nd Judicial District Kaufman County).
  17. Consider and take appropriate action regarding Ordinance O-21-26, an ordinance of the City Council of the City of Kaufman, Texas, amending Ordinance No. O-24-25, adopting the City's and Kaufman Economic Development Corporation's 2025-2026 Fiscal Year Budget to balance Revenue Surplus, Expense Surplus, and Shortfall; and providing an effective date.
  18. Consider and take appropriate action on the appointment of two (2) members to the Kaufman Zoning Board of Adjustments for a two (2) year term to expire in September 2028.
  19. Consider and take appropriate action on Ordinance O-22-26, an Ordinance of the City Council of the City of Kaufman, Texas, amending Article A2.000, "Municipal Court Fees," to adopt Section A2.006, "Youth Diversion Administrative Fee"; and amending Section A4.001, "Zoning/Development Fees," of Article A4.000, "Building and Development Fees"; and amending Section A7.002 "Civic Center" and Section A7.003 “Park Usage Fees,” of Article A7.000 “Park and Recreation Fees”; and amending Article A8.000, "Utilities," to amend Sections A8.007, "Meter Testing," A8.010, "Tap Fees; Maintenance of Water Lines," Section A8.019, "Solid Waste Fees and charges," and add Sections A8.012, "Flow Pressure Test," and Section A8.013, "Water Usage Report," and Section A8.020 "After-hour Shut Off and Turn on Fee," of Appendix A, “Fee Schedule”, of the Code of Ordinances of the City of Kaufman to adopt fees for Municipal Court Youth Division Administration, adjusted fees for Civic Center and park usage, adjusted fees for meter testing, tap fees and convenience station ticket fee, and adopt fees for flow pressure testing, water usage reports, and after-hour shut off and turn on services; providing for the incorporation of premises; providing amendments; providing a severability clause; providing a cumulative repealer/savings clause; providing for a penalty; and providing for publication and an effective date.
  20. Consider and take appropriate action on a Final Plat for Tabor Addition, Block A, Lot 1, situated on 2.166 acres of land (Property ID 5431), out of the D. Falcon Survey, Abstract No. 151, in the City of Kaufman, Kaufman County, Texas, said property being generally located at 5176 Tabor Parkway. (Case No. FP-02-26)
