  8. <div style="text-align: justify;">Consider approval of Resolution No. 860-26 reconstituting and appointing members to the Board of Directors of Tax Increment Reinvestment Zone (TIRZ) No. 1.
  9. <div style="text-align: justify;">Consider adoption of Ordinance 863-26 of the City of Justin, Texas, approving the 2026 tax rolls; providing an effective date; and take appropriate action.
  10. Discussion regarding banning ALPR equipment and technology in the City of Justin
  11. <div style="text-align: justify;">Consider adoption of Ordinance 862-26 of the City of Justin, Texas, levying the ad valorem property tax of the City of Justin, Texas, for tax year 2026 (Fiscal Year 2026-2027); adopting a tax rate of $0.658175 per $100 valuation, consisting of $0.534620 for maintenance and operations and $0.123555 for payment of principal and interest on outstanding debt obligations; providing for due and delinquent dates, penalties, and interest; providing a severability clause; and providing an effective date. .<br></span><br>This rate exceeds the no-new-revenue tax rate but does not exceed the voter-approval tax rate or the de minimis rate for the City of Justin, Texas, for the fiscal year beginning October 1, 2026, and ending September 30, 2027.
  12. <div style="text-align: justify;">Consider adoption of Ordinance 866-26 ratifying the property tax revenue increase reflected in the Fiscal Year 2026-2027 City of Justin Annual Budget as a result of the City receiving more revenues from property taxes in the 2026-2027 budget than in the previous fiscal year; and take appropriate action.
  13. <div style="text-align: justify;">Consider approval of Resolution 856-26 appointing a member to the Parks and Recreation Board Place 7; and take appropriate action.
  14. <div style="text-align: justify;">Consider adoption of Ordinance 868-26 regarding the City of Justin’s Texas Municipal Retirement System (TMRS) benefits, increasing the employee contribution rate from 7% to 8% effective October 1, 2026; reauthorizing annually accruing Updated Service Credits at 75% effective January 1, 2027; removing the statutory maximum City contribution rate limit; and take appropriate action.
  15. PUBLIC HEARING ON PROPOSED PROPERTY TAX INCREASEHold a public hearing and receive citizen input on the proposed property tax increase for tax year 2026. The proposed tax rate is $0.658175 per $100 valuation, which exceeds the no-new-revenue tax rate of $0.641816 per $100 valuation but does not exceed the voter-approval tax rate of $0.658175 per $100 valuation.
