  1. Consider authorizing the City Manager to enter into an agreement with Raftelis Financial Consultants, Inc. for Professional Consulting an Expert Witness/Litigation Services for a pending Rate Case.
  2. City Council will convene in closed session as authorized by Texas Government Code, Chapter 551, Section 551.071 - to receive legal advice on the 380 Agreement with Rock MFG, LLC (assignee of Zinc Point Manufacturing, Inc.).
  3. City Council will convene in closed session as authorized by Texas Government Code, Chapter 551, Section 551.071 – to receive legal advice on the Airport FBO Agreement with Huntsville Aviation Inc. and on operations of the airport.
  4. <strong id="isPasted">First Reading - </strong>Consider approving an Agreement with the Texas Grand Ranch, LLC, to construct a Water Distribution System in ETJ for the Estates of Texas Grand Ranch Section III.
  5. Consider authorizing the City Manager to award the RFP 26-02 Strategic Planning Consulting Services agreement to provide the facilitation and consulting for the City Council Strategic Planning Retreat and the development of the City of Huntsville Strategic Plan (2026–2031).
  6. Consider approval of Resolution No. 2026-09 designating authorized signatories for contractual documents and requests for payment, the responsible party for the required environmental review, and required compliance officers for Texas General Land Office (GLO) Contract No. 25-145-002-F361 for the Martin Luther King Drive Street Improvements project.
  7. Consider approval of Resolution No. 2026-10 designating authorized signatories for contractual documents and requests for payment, the responsible party for the required environmental review, and required compliance officers for Texas General Land Office (GLO) Contract No. 24-065-203-F206 for the Autumn Road Culvert Replacement project.
