Consider for approval Change Order #1 to the contract with Intermountain Slurry Seal, Inc. for the FY2025 Pavement Preservation project (RFP #25-16) decreasing the contract by $106,552.04 from the amount of $1,496,302.39 to the final amount of $1,389,750.35; Authorizing the City Manager to execute all necessary documents upon final approval by the City Attorney.   9. Consider for approval an increase to the disposal fee tonnage charged to the city of Galveston as prescribed in the terms of the BFI contract for the operation of the Solid Waste Transfer Station. The increase is proposed at 4% in accordance with the prescribed adjustment defined in section 7.02 of Contract# COG-CON-3212. The inflationary adjustment of $2.46 per ton increases the rate to the city from $61.50 per ton to $63.96 per ton effective October 1, 2026. City curbside customers and residential customers delivering up to 1,000 pounds per month to the transfer station will not see an increase in rates. (D Bender)

Consider approval of a contract with Traffic Systems Construction, Inc. for the construction of the new Traffic Signals and Pedestrian Crossing Improvements at the intersections of 33rd Street & Seawall Boulevard and 75th Street & Seawall Boulevard in the amount of $751,981.35; Authorizing the City Manager to execute all necessary documents upon final approval by the City Attorney.   11. Consider for approval a Contract between the City of Galveston and the Park Board of Trustees providing for: the use of HOT Taxes by the Park Board; the delegation by the City of duties arising out of Texas Tax Code Chapter 351; and delivery of Hotel Occupancy Taxes to fund those duties to the Galveston Park Board of Trustees for Fiscal Year 2027.   12. Consider for approval an increase to the disposal fee tonnage rate charged to Third­ Party Haulers as prescribed by terms of the BFI contract for the operation of the Solid Waste Transfer Station. The increase is proposed at 2.57% in accordance with the 2025 Consumer Price Index for Urban Wage Earners and Clerical Workers ("CPI-W"). The inflationary adjustment of $2.00 per ton increases the rate from $77.87 per ton to $79.86 per ton for this customer segment, effective October 1, 2026. City Departments, Sanitation Customers and Galveston's citizen users of the facility are not impacted by this increase. (D Bender)
