  5. Consider authorizing a Professional Services Agreement with LJA, Inc., to provide engineering services associated with the Windsong Asphalt Rehabilitation Project.

  9. Consider a resolution approving an Agreement for Temporary Road Closure of State Right-of-Way with the State of Texas, through the Texas Department of Transportation, for the Friendswood Chamber of Commerce Christmas Lighted Parade on FM 518.
  10. Consider ratifying the City Manager's signature on the sole source purchase of a monitor/defibrillator system, four chest compression systems, and associated accessories from Stryker Sales, LLC, and authorizing the trade-in of one older monitor/defibrillator system and four older chest compression machines for the Friendswood Emergency Medical Services Division.
  11. Consider an ordinance authorizing a request for a zone classification change for the property located at 402 E. Edgewood Dr., being a 0.38-acre tract of land, more or less, out of Lot 21 of the Hoidale and Coffman Subdivision, of the northeast part of the Perry and Austin League, Abstract No. 2, Galveston County, Friendswood, Texas to amend Planned Unit Development/Specific Use Permit (PUD/SUP) 2019-30 to allow additional retail, administrative, and personal care uses and to update NAICS use codes for previously allowed uses.
  12. Conduct a public hearing concerning a request for a zone classification change for the property located at 402 E.   21. Recognize Detective Sills, Sergeant De La Cerda, and Officer Milling of the Friendswood Police Department for each being awarded a Certificate of Appreciation by the Federal Bureau of Investigation (FBI) for their exceptional contributions to the successful investigation of Operation Midas Trap.
  22. Consider a resolution establishing legislative priorities for the 90th Legislative Session of the Texas Legislature.
  23. Consider on first reading an ordinance repealing Chapter 2 "Administration," Article IV "Records Management" of the Friendswood City Code and amending Chapter 2 "Administration" of the Friendswood City Code to add a new article to be numbered and entitled Article IV "Records and Information Management" to update the management and disposition of City records and to add management and disposition of city data and information.
  24. Consider reappointing (i) Barbara Blanchard and (ii) Carrie Considine to the Fourth of July Steering Committee for a three-year term beginning November 1, 2026, and ending on October 31, 2029.
  25. Consider a resolution adopting the City of Friendswood Data, Information and Records Management Policy Manual and directing the City Manager to adopt Administrative Rules consistent with the Data, Information and Records Management Policy.
  26. Recognize IT Business and Policy Analyst Alfredo Prieto Pe, Data, Information and Records Manager Dee Ortuno and Assistant City Manager Lettie Brysch for their selection to present at the 2026 e-Records Conference on November 20, 2026, on the topic of “Don't Start from Scratch: Layering AI Governance on Your Existing Records Management Program.”
  27. Consider a resolution authorizing the submission of a grant application for the FY24-26 Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Discretionary Grant Program through the Federal Highway Administration (FHWA), and appointing the City Manager to act as the City's authorized representative for all purposes under the grant.
  28. Recognize Friendswood EMS for receiving the American Heart Association's Mission: Lifeline Gold Achievement Award for the 10th consecutive year.
