2. Consider authorizing a Treasury Management Services Agreement, a Bond Accounting and Safekeeping Service Agreement, and related documents with PNC Bank, National Association.
3. Consider an Interlocal Agreement with the City of League City for emergency medical services.
4. Consider authorizing a Fire and Rescue Services Agreement with the Friendswood Volunteer Fire Department for a three-year term.
5. Consider authorizing an agreement with NLUC, PLLC (Next Level) for certain acute and primary care medical services as part of its medical benefits package.
6. Consider authorizing a Professional Services Agreement with Halff Associates, Inc., for engineering services related to the Sunset Drive Signal Improvements Project.
7. Consider a resolution amending Resolution No. R2026-12 concerning the Advance Funding Agreement with the Texas Department of Transportation for a Surface Transportation Block Grant Project related to the Sunset Drive Signal Improvements Project to update the City's cash match.
8. Consider authorizing Change Order N​​​​​o. 2 to the Lift Station No. 2 Rehabilitation Project for gas line relocation and TNMP meter racks and duct banks.
9. Consider on first and final reading an ordinance amending the City’s General Budget for Fiscal Year 2025-2026 by approving “Budget Amendment XI” and providing for supplemental appropriation and/or transfer of certain funds.
10. Present the City of Friendswood Five Star Spirit Award for the Second Quarter of 2026 to Karen Hart, Assistant Director of the Friendswood Library.
11. Consider on second and final reading an ordinance repealing Section 2.1 of Ordinance No. 2002-16 and renaming a portion of Baker Road southeast of Stonewall Pass Road as Hackney Road.
12. Recognize Assistant Director of Engineering Heather Van Dine for being selected for the Society of American Military Engineers (SAME) Texas Region Leader Development Program.
13. Accept the resignation of Municipal Court Judge James Woltz, recognize him for his forty-three years of service with the City of Friendswood, and congratulate him on his retirement.
14. Recognize Captain Doug Lauersdorf for his thirty-two years of service with the City of Friendswood and congratulate him on his retirement.
15. Recognize the Finance Department for receiving the Investment Policy Certificate of Distinction Award from the Government Treasurers’ Organization of Texas (GTOT).
16. Consider approving the minutes of the City Council Special Meeting held on August 24, 2026.
17. Consider approving the minutes of the City Council Special Meeting held on August 11, 2026.
18. Consider authorizing the disposal of a decommissioned Fire Marshal vehicle through Public Surplus.
19. Consider approving the disposal of three (3) Police Department vehicles through America's Auto Auction.
20. Consider designating the person holding the position of Deputy Chief of Police as the Local Rabies Control Authority and appointing the person appointed to such position to the Animal Shelter Advisory Committee.
21. Consider reappointing Jeff Smith to the Construction Board of Appeals, effective immediately and ending on June 30, 2028.
22. Conduct a public hearing regarding the City of Friendswood proposed tax rate for Fiscal Year 2026-2027.
23. Consider on first and final reading an ordinance adopting the City of Friendswood's Proposed Fiscal Year 2026-2027 Municipal Budget.
24. Highlight the upcoming "Bet on the Library" Friends of the Library Fundraiser Gala scheduled for Saturday, September 26, 2026.
25. Consider ratifying the property tax increase reflected in the City of Friendswood's Budget for Fiscal Year 2026-2027.
26. Consider accepting the Council Chamber Renovation Project and authorizing the commencement of the contractor's one-year maintenance period.
27. Consider accepting the Sterling Falls Wedding Venue Waterline Improvements Project and authorize the commencement of the contractor's one-year maintenance period.
28. Recognize the Friendswood Police Department for being awarded a Rifle-Resistant Body Armor Grant from the Office of the Governor's Public Safety Office Grant Programs.
29. Discuss Tax Increment Reinvestment Zone Number Two, City of Friendswood (TIRZ #2), including the City's <span style="margin-left:0in;">existing obligations and options available for future projects and agreements.
30. Consider on first and final reading an ordinance adopting and levying the ad valorem tax rate for maintenance and operation expenditures for the City of Friendswood's fiscal year commencing October 1, 2026, and ending September 30, 2027, and adopting and levying the ad valorem tax rate for debt service for the City of Friendswood's fiscal year commencing October 1, 2026, and ending September 30, 2027.
31. Consider reappointing Judge Robert J. Barfield as an Associate Municipal Court Judge and designating him as the Acting Municipal Court Judge until a Municipal Court Judge is appointed to fill the position vacated due to the retirement of Judge James Woltz.
32. Recognize the Friendswood Public Library for being awarded a Federally Funded Reimbursement Award from the Texas State Library and Archives Commission (TSLAC) for ILL Services.
