- Audience Participation – Anyone who has registered to speak prior to the meeting being called to order and desires to address the City Council will be heard at this time, or during the discussion of an item listed on the agenda. These forms are located by the City Secretary. After completing the form, give it to the City Secretary. She will give it to the Mayor. The Mayor will call on you when that item is presented, once a motion has been made by Council then public participation will not be allowed. You will have four (4) minutes to make your comments regardless of the number of agenda items to be addressed.

- Action approving Resolution No. 2026-3063 accepting the actions of the City of Freeport Employee Benefits Trust.- Clifton Beck, Human Resources Director
- Consideration and possible action on setting the City of Freeport proposed 2026 tax rate, setting the public hearing, and directing staff to publish the Notice of Proposed 2026 Tax Rate.
- Consideration and possible action approving Resolution No. 2026-3064 updating the City of Freeport Master Fee Schedule.
- Action approving changing the date of the first meeting in September 2026 due to Labor Day Holiday to Tuesday, September 8, 2026 - Clarisa Fernandez, City Secretary
- 1) Meet in executive session pursuant to Texas Government Code Section 551.071 (Consultation with Attorney): Covarrubias Lawsuit Update. 2) Meet in executive session pursuant to Texas Government Code Section 551.087. Deliberation Regarding Economic Development Negotiations: to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1). To deliberate the letter of intent received from a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations.
