  1. Consideration and possible action approving an Interlocal Agreement between the City of Freeport and Brazoria County for street and roadway construction, improvement, maintenance, and repair services for Fiscal Year 2026 – 2027.
  2. Consideration and possible action awarding RFP #2026-04, Comprehensive Plan and Administration, to Westwood in the amount of $200,000 and authorizing the City Manager to negotiate and execute the associated contract, subject to final legal review and compliance with applicable grant requirements.

  4. Audience Participation – Anyone who has registered to speak prior to the meeting being called to order and desires to address the City Council will be heard at this time, or during the discussion of an item listed on the agenda. These forms are located by the City Secretary. After completing the form, give it to the City Secretary. She will give it to the Mayor. The Mayor will call on you when that item is presented, once a motion has been made by Council then public participation will not be allowed. You will have four (4) minutes to make your comments regardless of the number of agenda items to be addressed.

  6. Consideration and possible action regarding Resolution No. 2026-3074, a resolution of the City of Freeport, Texas evidencing no objection to Sienna Rehab, LP, a Texas limited partnership's tax credit application; authorizing the Texas State Affordable Housing Corporation to exercise its powers at a particular location within the territorial boundaries of the city of the City of Freeport, Texas.
  7. Presentation of the Freeport Economic Development Corporation — Year in Review - Robert Johnson, EDC Director
  8. Action approving the temporary closure of portions of Quintana Road and Bryan Beach Road on October 15, 2026, for filming activities associated with the production of <em data-start="463" data-end="482" data-pasted="true">I’ll Go If You Go </em>- Sabrina LeBlanc, Executive Administrative Assistant
  9. <span data-teams="true" data-pasted="true">Consideration and possible action regarding the selection of a proposed City logo and branding concept for the Wayfinding Project.
  10. <span data-olk-copy-source="MessageBody" data-pasted="true">Executive Session authorized by Texas Government Code 551.071 -Consultation with Attorney (a) for City Council to receive update from the City Attorney on the progress of Cause No. 134591-CV City of Freeport v. Covarrubias Remodeling Services, LLC.
  11. <span style="background-color: rgb(255, 255, 255);">Consideration and possible action approving Resolution No. 2026-3075</span><span style="background-color: rgb(255, 255, 255);"> reappointing three (3) qualified individuals to the City of Freeport Beautification/Parks and Recreation Board for two-year terms expiring September 30, 2028.
  12. <span data-olk-copy-source="MessageBody" data-pasted="true"><strong>Public Hearing</strong> in accordance with Texas Government Code 2301.67071(b) to receive public comments regarding LMD Sienna Rehab, LP’s application for low income housing tax credits from the Texas Department of Housing and Community Affairs.
