  1. Consider approval of an annual contract amount for pavement markings services with Elite Striping, LLC, in an estimated fiscal year amount of $500,000 through a City of Grand Prairie contract.
  2. Consider approval of the purchase of the 2026 annual computer replacements from CDWG through Sourcewell cooperative contract #121923 in the amount of $204,092.13.
  3. Consider approval of the purchase of traffic signal cabinets, batteries and other traffic related products, in an estimated fiscal year amount of $60,000.00, from MoboTrex, through the BuyBoard Cooperative Purchasing Contract.
  4. Consider approval of the purchase of traffic signal system software, traffic controllers, and other traffic related products, in an estimated annual amount of $500,000.00, from Paradigm Traffic Systems, Inc., through the BuyBoard Cooperative Purchasing contract.
  5. Consider approval of a Professional Service Agreement with Plummer Associates, Inc. for Construction Phase Services associated with the Wastewater Treatment Plant Preliminary Treatment Area improvement project, in the not to exceed amount of $274,105.00; and authorization for the Mayor to execute same on behalf of the Town.
  6. Consider approval of a Professional Services Agreement with Halff Associates, Inc., for the design services associated with the Parks and Recreation Master Plan project, in the amount of $300,000.00; and authorization for the Mayor to execute same on behalf of the Town.
  7. <strong>Section 551.072: Deliberation Regarding Real Property</strong><br>Discuss and consider purchase, exchange, lease or value of real property for parks, trails, cultural arts, public safety, public rights-of-way, and/or other municipal purposes, including real property located north of FM 1171 and west of US 377, and all matters incident and related thereto.
  8. Consider approval of a resolution amending the financial policies of the Town of Flower Mound.
  9. Consider approval of the Semi-Annual Impact Fee Report for impact fees as of March 31, 2026.
  10. Consider approval of an ordinance amending Appendix A of the Code of Ordinances by amending the charges for residential and non-residential water and sewer service; providing a severability clause; providing for publication; and providing an effective date.
  11. Consider approval of a resolution adopting an Investment Policy for funds for the Town of Flower Mound as required annually by the Public Funds Investment Act.

  14. <span style="margin-left:0in;">Consider approval of an Ordinance amending Chapter 38 of the code of ordinances, entitled “Fire Prevention and Protection” by adding ARTICLE III EMERGENCY RESPONSE AND HAZARDOUS MATERIALS COST RECOVERY and authorization for the Mayor to execute same on behalf of the Town.
  15. Consider a request for a Site Plan (SP26-0005 - Argyle HS Baseball & Softball Complex) to develop a sports complex, with a request for additional height pursuant to Section 98-1031(d), Additional height, of the Code of Ordinances; and with a waiver to the roof pitch requirement pursuant to Section 98-1163, Exterior wall construction for non-residential buildings, of the Code of Ordinances. The property is generally located south of Canyon Falls Drive and west of Stonecrest Road. (PZ recommended approval by a vote of 4 to 3 at its September 14, 2026, meeting)
  16. Town Council acting as the Board of Directors for the Town of Flower Mound Crime Control and Prevention District to consider approval of a resolution adopting the Town of Flower Mound Crime Control and Prevention District budget for the fiscal year beginning on October 1, 2026, and ending on September 30, 2027.
  17. Town Council acting as the Board of Directors for the Town of Flower Mound Fire Control, Prevention, and Emergency Medical Services District to consider approval of a resolution adopting the Town of Flower Mound Fire Control, Prevention, and Emergency Medical Services District budget for the fiscal year beginning on October 1, 2026, and ending on September 30, 2027.
  18. Consider approval of the minutes from a Town Council Regular meeting held on August 17, 2026.
  19. Consider approval of an Ordinance amending Chapter 70 of the code of ordinances, entitled, "Utilities Article V, “Service Rates, Charges and Billing Procedure,” revising the Utility Billing processes and procedures; providing that this ordinance shall be cumulative of all ordinances; providing a severability clause; providing a penalty for violation; providing a savings clause; and providing an effective date.
  20. Public Hearing to consider approval of an ordinance adopting the 2026 tax rolls and fixing and levying municipal ad valorem taxes for the fiscal year beginning on October 1, 2026, and ending on September 30, 2027, and for each fiscal year thereafter until otherwise provided, at the rate of $0.387277 per $100 assessed valuation on all taxable property within the corporate limits of the Town of Flower Mound as of January 1, 2026.
  21. Consider approval for the sale and consumption of alcoholic beverages (beer and wine) at the Heritage Park of Flower Mound during Therapeutic Recreation Group's 2026 Mound Throw Down event.
  22. <strong>Section 551.074: Personnel Matters</strong><br>Discuss and consider resignations, appointments, evaluations, reassignments, discipline, or dismissals for the following boards or commissions: Board of Adjustment/Oil & Gas Board of Appeals, and Planning and Zoning Commission.
  23. Public Hearing to consider an ordinance granting Specific Use Permit No. 502 (SUP26-0002 - Total Care ER Flower Mound) to permit an office, medical and dental extended care facility. The property is generally located south of Cross Timbers Road and west of Fireside Drive. (PZ recommended denial by a vote of 4 to 2 at its September 14, 2026, meeting)
  24. Consider approval of the minutes from a Town Council Work Session meeting held on August 13, 2026.
  25. Public Hearing to consider a request for a Site Plan (SP25-0023 – Argyle High School Bus Parking) to install bus parking for the Argyle ISD, with an exception to section 82-302, Compatibility buffer, of the Code of Ordinances. The property is generally located south of Canyon Falls Drive between Denton Creek Boulevard and Stonecrest Road. (PZ recommended approval by a vote of 4 to 1 at its August 10, 2026, meeting.) (On August 17, 2026 the Town Council moved to table this item to its September 21, 2026, meeting by a vote of 3 to 0.)
  26. Public Hearing to consider an application for a tree removal permit (TRP26-0004) for one (1) specimen tree on the property known as Alexan the Point Phase II for the proposed development. The property is generally located east of Lake Forest Boulevard and north of Silveron Boulevard. (The Environmental Conservation Commission recommended approval by a vote of 6 to 0 at its August 4, 2026, meeting). (Town Council postponed this item to the September 21, 2026, meeting by a vote of 3 to 0 at its August 17, 2026, meeting.)
  27. Consider approval of a resolution adopting Atmos Energy Corp., Mid-Tex Division's rate tariffs that reflect the negotiated rate change pursuant to the Rate Review Mechanism process.
  28. Consider approval of twenty-six (26) professional engineering firms to provide professional engineering services for the Town, for a two-year term ending September 20, 2028.
  29. Consider approval of an ordinance adopting the budget for the fiscal year beginning on October 1, 2026, and ending on September 30, 2027, providing a taxpayer impact statement, and making appropriations for each fund.
