A Resolution approving a Detailed Site Development Plan for Lots 16, 17, 18, 19, 20, 24, 25, 26 and a portion of Lots 21, 22, and 23, Block 3, Keystone Business Park and a portion of Kappa Road, 4160 Doniphan Drive, City of El Paso, El Paso County, Texas, pursuant to Section 20.04.150.
