That the City Manager be authorized to sign a Standstill Extension Agreement between the City of El Paso; the U.S. General Services Administration (“GSA”); the El Paso Infrastructure Collaborative, LLC (“EPIC”); and the Jose and Carmen Silva Family Limited Partnership (“Silva FLP”), preserving the terms and conditions of the existing lease and sublease agreements between the parties regarding the properties adjacent to the Stanton International Bridge (the “Stanton DCL Properties”); and extending the Standstill Agreement previously entered into by the parties for a period ending upon the earlier of the GSA’s acquisition of Stanton DCL Properties or May 18, 2025.
