1. Consideration and possible approval of amending the initial Halff contract for Hwy 277 Detention and FEMA Mapping by increasing contract amount by $69,670.00 to a new total of $385,470.00.
2. Consideration and possible approval of a resolution of the City Council of the City of Eagle Pass for a new contract with Ardurra Group Inc. for the Camino Real Port Facilities and Access Improvement Project—Phase 1 for an amount not to exceed $882,543.19.
3. Consideration and possible approval between the Eagle Pass Fire Department and Zoll Medical Corporation for the purchase of two–12 lead cardiac monitors with accessories for an amount not to exceed $171,374.19. The monitors will be purchased with a grant from the Office of the Governor (OOG) that was awarded on September 29, 2025.
4. Consideration and possible approval of a Resolution of the City Council of the City of Eagle Pass adopting a revised and comprehensive Purchasing Policy; establishing updated procurement thresholds; formalizing standard operating procedures; incorporating asset management and capitalization standards; providing for internal controls including purchase order requirements; and repealing all prior inconsistent policies.
5. Consideration and possible approval of an ordinance authorizing the issuance of the “City of Eagle Pass, Texas Special Assessment Revenue Bonds, Series 2025 (Eagle Pass Public Improvement District No. 1 Improvement Area #2 Project)”; approving and authorizing an indenture of trust, a bond purchase agreement, a limited offering memorandum, a continuing disclosure agreement and other agreements and documents in connection with said bonds; making findings with respect to the issuance of said bonds; and providing an effective date.
6. Consideration and possible approval of an ordinance authorizing the issuance of the “City of Eagle Pass, Texas Special Assessment Revenue Bonds, Series 2025 (Eagle Pass Public Improvement District No. 1 Improvement Area #1 Project)”; approving and authorizing an indenture of trust, a bond purchase agreement, a limited offering memorandum, a continuing disclosure agreement and other agreements and documents in connection with said bonds; making findings with respect to the issuance of said bonds; and providing an effective date.
7. Consideration and possible approval of a resolution authorizing the City of Eagle Pass’s execution of and entering into multiple agreements regarding the development of Eagle Pass Public Improvement District No. 1, including financing agreements, a TIRZ reimbursement agreement, a maintenance agreement and a landowner agreement; resolving other matters in connection with the foregoing, and providing an effective date.
8. Consideration and possible action authorizing the City Manager to execute the City Depository Bank Services Agreement with International Bank of Commerce (IBC).
9. Consideration and possible approval of a resolution of the City Council of the City of Eagle Pass, Texas, authorizing the city to enter into a master interlocal purchasing agreement with the North Central Texas Council of Governments (NCTCOG) for participation in the TXSHARE Cooperative Purchasing Program; and authorizing the City Manager to execute the agreement.
10. Consideration and possible approval/rejection of RFP 2026-004 for Sound Production and authorization for the City Manager to negotiate and execute an agreement in an amount not to exceed $240,000.
11. Executive Session pursuant to Section 551.071 of Chapter 551, Texas Government Code–Consultation with attorney regarding the Fire and EMS Services Agreement with Maverick County; and any other matter incident thereto.
12. Executive Session pursuant to Section 551.087 Chapter 551, Texas Government Code — Deliberation regarding Economic Development amendment to the Chapter 380 Agreement with Border Federal Credit Union; and possible action in open session.
13. Presentation and possible action regarding the Riskind lease space.
