- Second reading of an ordinance of the City of Eagle Pass, Texas, amending Chapter 13.5, Article I, Sections 13.5-6 of the Code of Ordinances relating to flood damage prevention by adopting and incorporating the City of Eagle Pass stormwater design criteria manual, as amended from time to time; providing for the applicability of such specifications and design criteria within the city limits and extraterritorial jurisdiction of the City of Eagle Pass.
- Third and final reading of an ordinance of the City of Eagle Pass, Texas, amending Chapter 27, Article VI, Section 27-204 of the Code of Ordinances by increasing the stormwater utility drainage fee for residential units from $5.00 to $7.50, and non-single family units from $8.00 to a tiered variable rate based on lot size.
- Public Hearing and second reading of the ordinance for the adoption of a tax rate of $0.480052 per $100.00 of value for Tax Year 2026. The tax rate will provide revenue for the general fund and debt service. The rate includes $0.241526 per $100.00 of value for Maintenance and Operation and $0.238526 per $100.00 of value for the Interest and Sinking Fund of the Debt Services and is estimated to generate a tax levy of $12,711,326. The City Council is scheduled to vote on the rate on September 14, 2026, at 5:30pm at City Council Chambers, 100 S. Monroe St., Eagle Pass, Texas 78852.
- Second reading of an ordinance of the City of Eagle Pass, Texas, amending Chapter 23, Article II, Sections 23-25, Article III, Sections 23-35, and Article IV, Sections 23-61 and 23-68 of the Code of Ordinances relating to subdivision plat review and approval, engineering and geotechnical requirements, street design and construction standards, stormwater management, and drainage facilities; providing for the submission and review of certain plans, reports, and documentation; providing for the authority and responsibilities of city staff in the review and approval of subdivision development.
- Retirement recognition for Mr. Luis Huerta for 21 years of service.
- Retirement recognition for Mr. Jose M. Padilla for 28 years of service.
- Public Hearing and second reading of an ordinance approving and adopting the budget of the City of Eagle Pass, Texas, for the 2026–2027 fiscal year and establishing procedures of formal approval by September 14, 2026; finding that the meeting at which this ordinance is passed is open to the public as required by law.
- Second reading of an ordinance of the City of Eagle Pass, Texas, amending Chapter 23 of the Code of Ordinances, Article IV-subdivision design standards and specifications, Section 23-68 storm drainage by adopting and enacting the July 2026 storm water design criteria manual as Appendix B; requiring compliance with said manual for all land development, subdivision, plat submittals, and construction activities within the City of Eagle Pass and its extraterritorial jurisdiction (ETJ); providing that this ordinance shall be cumulative; providing a severability clause; and declaring an effective date.
- Second reading of an ordinance confirming the civil service classifications within the police and fire departments, respectively, establishing the number of authorized positions within each classification; establishing a uniform base pay and seniority pay.
- Presentation from the Texas Division of Emergency Management recognizing the coordinated emergency response efforts during the July flood event.
- Discussion and possible direction to staff regarding a potential amendment to Chapter 14 (Municipal Solid Waste), Section 14-10, of the Code of Ordinances to establish a proportionate-share billing method for duplex (2 units) and multifamily residential properties (three or more units), and possible direction to bring a draft ordinance amendment back to Council at a future meeting.
