1. Executive Session pursuant to Section 551.071 of Chapter 551, Texas Government Code–Consultation with attorney regarding the Fire and EMS Services Agreement with Maverick County; and any other matter incident thereto and possible action in open session regarding same.
2. Third and final reading of an ordinance of the City of Eagle Pass, Texas, amending Chapter 13.5, Article I, Sections 13.5-6 of the Code of Ordinances relating to flood damage prevention by adopting and incorporating the City of Eagle Pass stormwater design criteria manual, as amended from time to time; providing for the applicability of such specifications and design criteria within the city limits and extraterritorial jurisdiction of the City of Eagle Pass.
3. Public Hearing of the adoption of a tax rate of $0.480052 per $100 of value for Tax Year 2026. The tax rate will provide revenue for the general fund and debt service. The rate includes $0.241526 per $100.00 of value for Maintenance and Operation and $0.238526 per $100.00 of value for the Interest and Sinking Fund of the Debt Service and is estimated to generate a tax levy of $12,711,326.

5. Introductory ordinance of the City of Eagle Pass, Texas, amending Chapter 26 of the Code of Ordinances, Article V , Division 1., Sections 26-117, 26-117.1, and 26-117.2, stop intersections, allowing the City Manager or City Manager’s designee to designate the location of all official traffic control devices as necessary of appropriate.
6. Consideration and ratification of the property tax revenue increase as reflected on the adopted City of Eagle Pass Budget for fiscal year 2026-2027.
7. Third and final reading of an ordinance of the City of Eagle Pass, Texas, amending Chapter 23, Article II, Sections 23-25, Article III, Sections 23-35, and Article IV, Sections 23-61 and 23-68 of the Code of Ordinances relating to subdivision plat review and approval, engineering and geotechnical requirements, street design and construction standards, stormwater management, and drainage facilities; providing for the submission and review of certain plans, reports, and documentation; providing for the authority and responsibilities of city staff in the review and approval of subdivision development.
8. Third and final reading of an ordinance approving and adopting the budget of the City of Eagle Pass, Texas, for the 2026–2027 fiscal year and establishing procedures of formal approval by September 14, 2026; finding that the meeting at which this ordinance is passed is open to the public as required by law.
9. Third and final reading of an ordinance of the City of Eagle Pass, Texas, amending Chapter 23 of the Code of Ordinances, Article IV-subdivision design standards and specifications, Section 23-68 storm drainage by adopting and enacting the July 2026 storm water design criteria manual as Appendix B; requiring compliance with said manual for all land development, subdivision, plat submittals, and construction activities within the City of Eagle Pass and its extraterritorial jurisdiction (ETJ); providing that this ordinance shall be cumulative; providing a severability clause; and declaring an effective date.
10. Third and final reading of an ordinance confirming the civil service classifications within the police and fire departments, respectively, establishing the number of authorized positions within each classification; establishing a uniform base pay and seniority pay.
11. Executive Session pursuant to Texas Government Code, Chapter 551 Section 551.074, discussion and possible action in open session regarding the finding of facts and conclusion of law of September 3, 2026, by the Ethics Commissions; and any other incident matter thereto.
12. Confirmation by City Council of Interim Fire Chief, Rodolfo Cardona, as per Texas Local Government Code Chapter 143, Section 143.013(a)(1).
13. Executive Session pursuant to Texas Government Code, Chapter 551 Sections 551.072 discussion and possible action in open session regarding the proposed granting of a 2.131 acres utility easement to AEP Texas North Company across City-owned property at 123 State Highway 131, Quemado, TX 78877, City of Eagle Pass Landfill.
14. Executive Session pursuant to Texas Government Code, Chapter 551, Section 551.071 discussion, and possible action regarding Cause No. 26-04-45528-MCV, in the 293rd District Court, Maverick County, Texas, Luis Alfonso Ruiz v. City of Eagle Pass, Texas; and any other matters incident thereto and possible action in open session regarding same.
