1. Consideration and possible approval/rejection of RFQ#2026-015 Planning and Feasibility Study for Proposed Roadway Extension and authorization for the City Manager to negotiate and execute a contract/agreement.
2. Consideration and possible action to authorize the City Manager to execute a Land Lease Agreement between the City of Eagle Pass, Texas, and Spectrum Gulf Coast, LLC, for the lease of City-owned property located at 562 Colorado Street, Eagle Pass, Texas, identified as Maverick County Property ID 10159, and to execute any related documents, in connection therewith.
3. Consideration and approval of a governmental lease-purchase agreement regarding a CAT 320-07 Excavator in the amount of $287,384.44 from Caterpillar Financial Services Corporation available through Buyboard Purchasing Cooperative #788-25 and authorizing the City Manager to finalize terms and execution. Funding is available from the following funds: Streets (313), Street Cleaning (416), Storm Drainage Fund (41), and Street CIP Fund (43) of the Public Works Department.
4. Consideration and possible approval of a resolution of the City Council of the City of Eagle Pass, Texas relating to the adoption of the annual tax roll for the year 2026 by the City of Eagle Pass.
5. Introductory ordinance of the City of Eagle Pass, Texas, amending Chapter 22, Article VI, Section 22-91, of the Code of Ordinances by adding a fee schedule for private use of the Alfonso Mallen Recreation Center.
6. Presentation and update regarding the design and development of the proposed City of Eagle Pass Animal Shelter.
7. Consideration and possible approval of a resolution of the City Council of the City of Eagle Pass, Texas designating methods, addresses, and locations for receiving public information requests and providing an effective date.
8. Presentation and recognition of the City of Eagle Pass as a R.O.A.D. Ready designated municipality by the Texas Municipal League Intergovernmental Risk Pool (TMLIRP).
9. Approval of minutes for the September 1, September 8, and September 14, 2026, meetings.
10. Introductory ordinance of the City of Eagle Pass, Texas, amending the Code of Ordinances by adding a new Section 22-31 to Article II, Division 2, of Chapter 22 ("Streets, Sidewalks and Other Public Places"); establishing requirements for the restoration of excavation sites within City streets and public rights-of-way; establishing responsibilities for restoration, inspection, and correction of excavation and disturbed areas; authorizing the City to perform or cause necessary restoration when required repairs are not completed; establishing cost recovery requirements, restoration rates, and additional charges for excavation and restoration work; providing for a special rate for the Eagle Pass Water Works System; providing that this Ordinance shall be cumulative; providing a severability clause; and declaring an effective date.
11. Confirmation by City Council of Fire Chief, Rodolfo Cardona, as per Texas Local Government Code Chapter 143, Section 143.013(a)(1).
12. Consideration and possible approval for resolution to relocate the existing bus stop from 2095 E. Main Street to a proposed location in the 300 block of Pecos Street.
