(26-3301A) Authorize (1) a professional services contract with Halff Associates, Inc. to provide engineering design services for the McKinney Ave/Cole Avenue Two-way Conversion project (also known as the Uptown McKinney Avenue/Cole Avenue Couplet), in an amount not to exceed $3,591,311.00; and (2) the release of the remaining encumbered funds following the termination of the professional services contract with Kimley-Horn & Associates, Inc., previously authorized by Resolution No. 23-1636, to be utilized under the new contract - $3,591,311.00 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund) ($1,510,878.53), 2024B Certificates of Obligation Fund ($1,926,162.47), Water Capital Improvement G Fund ($68,360.00), and Wastewater Capital Improvement F Fund ($85,910.00)
