Authorize (1) the application for and acceptance of a grant from the U.S. Department of Justice (DOJ) Office of Community Oriented Policing Services (COPS) for the FY25 COPS Hiring Program Grant (Grant No. 15JCOPS-25-GG-01001-MUMU, Assistance Listing No. 16.068) in the amount of $6,250,000.00 for the hiring of fifty police officers over a five-year grant period from October 1, 2025 through September 30, 2030; (2) the establishment of appropriations in an amount not to exceed $6,250,000.00 in the DOJ FY25 COPS Hiring Program Grant Fund; (3) the receipt and deposit of funds in an amount not to exceed $6,250,000.00 in the DOJ FY25 COPS Hiring Program Grant Fund; (4) a local cash match in the amount of $12,261,650.00; (5) add fifty police officer positions; and (6) execution of the grant agreement with the DOJ and all terms, conditions, and documents required by the agreement - Total not to exceed $18,511,650.00 - Financing: General Fund ($12,261,650.00) (subject to appropriations) and DOJ FY25 COPS Hiring Program Grant Fund ($6,250,000.00) *In alignment with Vision Zero Plan.
