Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to the potential agreement(s) with Flint Hills Resources Corpus Christi, LLC, Koch and other entities related thereto (Flint Hills), Valero Refining - Texas, L.P. and other entities related thereto (Valero), and/or 1PointFive USA, LLC, Occidental Petroleum, and other entities related thereto (1P5) to purchase reclaimed water from the City’s Allison, Greenwood, and/or Oso Wastewater Treatment Plants and potential easements and/or other property rights to be obtained by or through one or more of said entities in areas adjacent to or near the aforementioned wastewater treatment plants and/or connecting said wastewater treatment plants to each other, other City property, or refineries in the City, and Texas Government Code § 551.072 to discuss and deliberate the potential purchase or value of the aforementioned property rights because deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person, and the potential approval of agreement(s) for the sale of reclaimed water or other contracts related to the aforementioned matters.
