Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to the potential agreement with Ticona (aka Celanese) to purchase water from the City and Texas Government Code § 551.072 to discuss and deliberate the potential purchase or value of property rights related thereto because deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.
