Executive session pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with attorneys concerning legal issues related to regulations, legal rights, and contracts related to groundwater and property rights at/near the Nueces River in Nueces County, and Texas Government Code § 551.072 to discuss and deliberate the value of the aforementioned property rights because deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person, including, but not limited to, potential consideration of authorization to enter contracts for the purchase of property rights in in/near the aforesaid area
