  11. <strong>Consider Approval - Center City Tax Increment Reinvestment Zone #1 Developer Agreement with Amarillo Area Foundation. </strong> This item considers approval of a Tax Increment Reinvestment Zone (TIRZ) #1 developer agreement with Amarillo Area Foundation for construction of certain streetscape improvements within the public right-of-way associated with a project to renovate an existing parking lot. This agreement is for a one-time grant not to exceed $50,000 for streetscape improvements. The payment of this incentive is contingent upon no less than $128,125 in private investment, project completion, and other obligations. (VICINITY: SE 10th Ave and S Taylor St)
