  4. Approve the State of South Dakota Joint Powers Financial Agreement for $1,000 of funding for the Black Hills Fly-in event and authorize Mayor Senden and Finance Officer DeNeui to sign all necessary documents for administration of the agreement.
  5. Approve Real Estate Purchase Agreement between City, SEDC and Hills View Homes for the sale of eight additional lots in Sky Ridge Subdivision to Hills View Homes for the construction of new homes.
  6. Approve the FY 2026 Airport Improvement Program Grant Agreement for $4,403,000 of funding and the FY 26 Airport Infrastructure Grant for $478,545 of funding, both for the airport apron expansion project and authorize the appropriate staff to sign all documents for the acceptance and management of the grants.
  7. Authorize staff to order a Curbtender garbage truck for $392,151.00 from Sanitation Products Inc., a 2027 budgeted purchase.
  8. Approve the Final Under/Over Change Order #4 for the East Low Zone Water System Improvements Project Schedules B, C, & D with net decrease of $202,974.11.
