1. Approve the Second Amendment to the Restated and Amended Development Agreement with Hills View Homes, amending the requirement pertaining to security and performance.
2. Approve the State of South Dakota Agreement for Project No 3-46-0065-39-2026 for $115,868 of grant funding for the Airport Apron Expansion project and authorize Mayor Senden and Finance Officer DeNeui to sign all necessary documents for administration of the agreement.

5. Approve the minutes of the September 21, 2026, City Council regular session.
6. Approve the minutes of the September 16, 2026, City Council study session.
7. Hold an executive session pursuant to SDCL 1-25-2(6) for the purposes of discussing information pertaining to the protection of public or private property and any person on or within the property.
8. Hold a public hearing to consider an application from Megan Heggen of Genesis Farms, LLC to renew their cannabis establishment license, located at 320 26th Street, Suite 5.
9. <span style="margin-left:0in;">Approve the salary expense, bank fees and credit card fees for the month of September 2026.
10. Approve Resolution 2026-22 for the surplus of 2002 Spartan Type 1 Fire Truck to be transferred to another government agency.
11. <span data-olk-copy-source="MessageBody" style="direction: ltr;" id="isPasted">Approve the Certificate of Final Completion and Acceptance setting September 17, 2026<strong> </strong>as the start of the two-year warranty period for the Spearfish Creek Stabilization Project.
12. Approve an application from Sabrina Heredia with Antunez for a special event on-sale wine license for the Friends of Music Fundraiser on November 1, 2026, from 3:00 p.m. to 5:00 p.m. at the High Plains Heritage Center located at 825 Heritage Drive.
13. In accordance with South Dakota state law, human resources will publish a complete list of all added and adjusted wages in the official minutes.
