  1. Motion to approve Hotel Indigo garage space MOU at Chestnut Street garage for 55 spaces.Issue: Per land development plans, Borough is required to provide 55 spaces at Chestnut Street Garage for hotel use. Lease needs to be updated to include overage MOU terms and conditions for renewal.
  2. Motion to extend waste disposal contract with McGovern Environmental for 3 years, effective January 1, 2027 through and including December 31, 2029.<br>Issue: Extension of the current hauling contract at the current rate.
  3. Motion to approve one-year extension to the sludge hauling contract with McGovern Environmental Inc. at the current contract price starting January 1, 2027.Issue: McGovern has agreed to the current rate for the extension, so there will be no increase.
  4. Motion to approve proposal for services for elevator maintenance. (attachment)</span><br>Issue: Approve contract with Code Elevator for Chestnut Street Garage, Bicentennial Garage and Borough Hall.

Motion to approve purchasing requests (attachment):<br>Issue: Review and recommend the approval of qualifying purchase orders <br><ol><li>All Seasons Landscaping Co for $26,250</li><li>Treemendous $20,000</li><li>Code Elevator: Parking Garage Repairs $88,175</li><li>Code Elevator: Parking & PW Service Contract 2026 for $10,035</li><li>ORAD: Leadership Coaching for $11,000 </li></ol>
  6. Motion to approve West Chester University Master Plan Conditional Use Agreement. (attachment)
  7. <strong>Public Hearing:</strong><strong> </strong>Repeal of the Borough of West Chester's Stream Protection Fee Ordinance in its entirety, which is codified in Chapter 94a of the Borough of West Chester Code.
  8. Motion to approve request of Greater West Chester Chamber of Commerce to install holiday decor in town.
  9. Motion to approve participation in regional fire and EMS study with a do-not-exceed threshold of $20,000. (Payment to be made in 2027.)<br>Issue: WCACOG is facilitating a study of fire and EMS throughout the Council of Government.
  10. Discuss honorary street naming for state trooper Corporal Tim O’Connor located on Bradford Avenue from Market Street to Miner Street in front of firehouse. Tentatively called "Corporal Tim O'Connor Way".<br>Issue: Corporal Tim O’Connor was a member of First West Chester Fire Company and a graduate of West Chester Henderson High School.
  11. Motion to approve Special Event Applications October 3rd for Friends of Marshall Square Park at Prospect Avenue and waive application fee. Issue: Approve Special Event Permits
  12. Motion to approve Parking Services Department Budget Modification # 2026-07 for capital repairs to elevators at garages in the amount of $6,006.00 (attachment)<br>Issue: Budget modification is needed for required repairs for garage elevators
  13. Motion to approve HARB applications <br>Issue: Consider a Motion to approve the August HARB Certificate of Appropriateness (attachment)<br><ol><li>2026-19: 16 E. Gay St-Revised sign2026-20: 208 E Market Street: Sign and façade for Homeward Bound Tattoo
  14. Motion to approve requests from Friends of Hoopes Park for landscape maintenance.Issue: Supplemental landscape work at Hoopes Park.
