Resolution authorizing the Mayor and the Director of the Department of Public Works and/or the Director of the Department of Finance, on behalf of the City of Pittsburgh (“City”), to execute an Instrument for the Declaration of Restrictions and Covenants (“IDRC”) and appurtenant documents, over the vicinity of the City’s Spring Hill Park/Playground (“Property”), as a condition of a National Pollution Discharge Elimination System (“NPDES”) Permit granted in conjunction with property improvements in the area, at no cost the city.
