8. Motion to authorize movement of funds from Phoenixville Federal to Univest per Staff recommendation.
9. Motion to adopt a Resolution granting an Extension of the Black Rock Sanctuary Development.
10. Motion to Recess meeting and enter Hearing on Application of Phoenixville Honky Tonk, LLC.
11. Hearing on Application of Phoenixville Honky Tonk, LLC to transfer Restaurant Liquor License R-14862 from Laport, Sullivan County, Pennsylvania to facilities located at 130 Bridge Street within the Borough of Phoenixville, Chester County.
12. Motion to adopt an Ordinance amendment to Chapter 15, “Motor Vehicles and Traffic,” Part 4, “General Parking Regulations,” Section 15-402 “Parking Prohibited at All Times in Certain Locations,” of the Code of Phoenixville Borough.
13. Motion to approve Budget Increase 2026-19 from Parking Fund Balances in the amount of $12, 415.00 to Parking (Engineering) for land survey and engineering services for minor subdivision & consolidation of UPI 15-8-10.
14. Motion to approve the 2026 Pre-Paid ACH dated 7/31/2026 in the amount of $311,042.16
15. Motion to approve the 2026 Pre-Paid dated 7/1/2026 - 7/31/2026 in the amount of $1,060,993.54.
16. Motion to approve Budget Transfer 2026-015 from Recreation (Background Checks) in the amount of $350.00 to Recreation (Personnel Expense) for uniforms for our janitor.
17. Motion to adopt a Resolution authorizing the submission of a Local Share Account Statewide Grant for the Square at Bridge and Main Project.
18. Motion to approve the 2026 Pre-Paid Credit Card Statement dated 7/1/2026 - 7/31/2026 in the amount of $27,354.37.
19. Motion to recommend Borough Council approve a Temporary Community Event Application for the SRHC – Phoenix Wheel Heritage Award Celebration at the Borough Hall Parking Lot on Friday, October 16, 2026 from 5:30 pm to 8:30 pm. Borough Hall Parking Lot to be closed for the event. Conditioned upon receipt of valid Certificate of Insurance naming Borough as Additional Insured.
20. Motion to recommend Borough Council approve a Temporary Community Event Application for the Burn off the Bird 5K starting and ending at the Recreation Center on Saturday, November 28, 2026 from 8:30 am to 11:00 am. Franklin Avenue between Grant Street and Fillmore Street and Fillmore Street between Franklin Avenue and Cromby Road to be closed for approximately five minutes each. Conditioned upon receipt of valid Certificate of Insurance naming Borough as Additional Insured.
21. Motion to accept Staff recommendation to award the 2027 chemical bids.
