- Fuel Contract: Option Year Approval<br><br>At the May 19, 2025, Borough Council meeting, the Council awarded the Fuel Contract for 87 Octane and B2 Diesel to Reed Oil with the option to extend the contract for an additional year (June 1, 2026, through May 31, 2027). This contract is based on a fixed-margin price, the same as the 2025–2026 contract. <br><br><strong><em>Motion to </em></strong><em>[award, deny, or award with conditions] the Option Year (June 1, 2026, through May 31, 2027) under the current Fuel Contract for 87 Octane and B2 Diesel to Reed Oil.
- Motor Vehicle Fuel Dispensing Maintenance ProjectThree companies obtained the bid documents for the Motor Vehicle Fuel Dispensing Maintenance Project. Two companies attended the pre-bid meeting on Monday, April 27, 2026, at 10 a.m. at the Borough Building. Sealed bids for the Motor Vehicle Fuel Dispensing Maintenance Project were received until 10 a.m. on May 11, 2026, at the Borough Building and then opened and read aloud. A bid proposal was received from Nexus Energy Services for the contract. Motion to [approve, deny, or approve with conditions] the award of the Motor Vehicle Fuel Dispensing Maintenance Project to Nexus Energy Services, in the amount of $86,992.00, as highlighted in the bid tabulation. The 2026 Budget includes $100,000 for this project.
- SHACOG Spring CommoditiesSHACOG has opened bids for spring and summer commodities. In most cases, it is recommended that contracts be awarded to the low bidder. The primary exception is where the low bidder cannot manufacture to the Borough's specifications, material quality, and availability, or where the added travel time to the low bidder's site would more than offset any cost savings. <br><br><strong><em>Motion to </em></strong><em>[award, deny, or award with conditions] the contracts outlined in the bid tabulation.
- Recognition of Sergeant Jeffrey Clark due to his Retirement
- Ratification of Payments<br><br><strong><em>Motion to </em></strong><em>[ratify, deny, or ratify with conditions] the payment of bills for April 2026, General Fund Vouchers 6473 - 6499, in the amount of $446,078.13.
- Land Development Application No. 26-03<br>Shady Side Academy: Installation of a temporary kitchen located on an existing paved lot at the center of the senior school campus property.Motion to [approve, deny, or approve with conditions] Land Development Application No. 26-03, for Shady Side Academy's temporary kitchen, as recommended by the Planning Commission.
- AVJSA Water Usage Rate for 2026<br><br>Letter from Timothy Kephart, Plant Manager of Allegheny Valley Joint Sewer Authority, stating there will be no rate increase in 2026. The current rate of $12.34 per 1,000 gallons for water usage will remain.

- Environmental Disturbance Application No. 26-03<br data-pasted="true">88 Haverford Road: The applicant proposes constructing a pool house and pool deck, with associated stormwater facilities, for 4,868 sq. ft. of impervious surface.<br><br><strong><em>Motion to </em></strong><em>[approve, deny, or approve with conditions] Environmental Disturbance Application No. 26-03, as submitted, including a waiver of the geotechnical report requirement.
- Zoning Hearing Board Member<br><br>At the March 2026 Borough Council Meeting, the Council accepted the resignation of Jeremy Sphar, effective April 30, 2026, from the Zoning Hearing Board. The Borough advertised the position in the Spring Resident Newsletter and received one resume from a potential candidate. <br><br><strong><em>Motion to </em></strong><em>[approve, deny, or approve with conditions] the appointment of a new member to the Zoning Hearing Board, to fill the vacant seat left by Jeremy Sphar. This term will expire on December 31, 2027.
- Due to the retirement of Sergeant Jeffrey Clark, effective Friday, May 22, 2026, Chief Ellis Watson recommends that the Borough Council direct the Civil Service Commission to proceed with the hiring process for a new patrol officer. This includes the advertisement for the Civil Service Examination and the designation of Police Consulting Services to administer the written exam for the patrol officer position. Due to a posting error, the following motions did not appear on the posted Borough Council agenda for the April 20, 2026, Council meeting, and therefore, they must be reapproved by the Borough Council:Motion to [approve, deny, or approve with conditions] the Civil Service Commission to proceed with the hiring process for a new patrol officer.Motion to [approve, deny, or approve with conditions] the advertisement for the Civil Service Commission Exam. <br><br><strong>Motion to </strong>[approve, deny, or approve with conditions] the designation of Police Consulting Services to administer a written examination for the patrol officer position.
