3. Possible action on the award of Contract to Cooks Consulting, LLC of Ft. Gibson, Oklahoma in the amount of $149,987.70 and authorize Neel, Harvell, and Associates, P.C. to execute all necessary documents, upon review of and receiving approval of such from the city attorney
