- 11. Discussion and possible regarding an Agreement for Specific Assistance between the City of Nichols Hills and Board of County Commissioners of Oklahoma County pursuant to Title 69, O.S. § 603, Title 11, O.S. § 36 for reconstruction, repair, and/or improvements of a portion of roads belonging to the Municipality, located at Bedford Drive, between Kingsbury Lane and Drury Lane. The total estimated project is $164,504.65, but not to exceed $170,000. Upon completion of the project and receipt of invoicing from the County, Municipality shall reimburse the County for all materials in an amount not to exceed $83,474.60. This Agreement shall become effective upon signature of both parties and shall terminate on December 31, 2024. - 12. Discussion and possible action regarding appointment of Paul Foster to Oklahoma County Policy & Governance Committee with Taylor Broyles as alternate to represent District 3, to replace Colton Murphy. Requested by Commissioner Myles Davidson.

- 13. Discussion and possible action regarding amendment to contract for Professional Services between the Board of County Commissioners, on behalf of the Oklahoma County Clerk, and Ernst & Young, LLP for the purposes of providing an organizational assessment for the Oklahoma County Clerk's Office. This amendment is for the purpose of including Phase 2 and Phase 3 to the existing approved contract which was approved 7/1/24. The term of this agreement will be extended upon approval of both parties and will expire at the completion of the services outlined in the attached statements of work. Services in relation to this contract are made available to the County through Statewide Contract SW#1050, for a total amount not to exceed $250,000.00, contingent upon encumbrance of funds. A change order has been issued on PO 22500650 to increase the encumbrance to $250,000.00 from Fund 1150 County Clerk Lien Fee. This item is requested by Maressa Treat, Oklahoma County Clerk.

- 15. Discussion and possible action regarding Amendment No. 01 to the Agreement for Services between United Mechanical, Inc. and the Board of County Commissioners of Oklahoma County for ARPA #10073-HVAC and Life Safety Improvements for the existing detention center to provide damper link repair and plexiglass windows. The total amount of the agreement for Purchase Order 22501209 shall increase by $247,077.00. Requested by Stacey Trumbo, PE, County Engineer.

Discussion and possible action regarding Change Order No. 1 to the Agreement for Services between United Mechanical, Inc. and the Board of County Commissioners of Oklahoma County for ARPA #10073-HVAC and Life Safety Improvements for the existing detention center to add Survey Pricing: repairs to existing equipment, cleaning of (5) AHUs, repairing duct in (5) areas, replacing motors in lieu of changing out sheaves and bearings, and added multizone dampers in the amount of Two Hundred Eight Thousand Eight Hundred Sixty-Eight Dollars and no cents ($208,868.00). Discussion and possible action regarding Change Order No. 2 to the Agreement for Services between United Mechanical, Inc. and the Board of County Commissioners of Oklahoma County for ARPA #10073-HVAC and Life Safety Improvements for the existing detention center to add unit pricing to the contract duct cleaning 11 floors ($21,989.00 per floor), cleaning of remaining AHUs ($2,837.00 each), and add sensor per floor ($ 7,828.00) totaling Two Hundred Fifty-Two Thousand, Five Hundred Forty-Four Dollars and no cents ($252,544.00). This will increase Purchase Order 22500952 to Four Hundred Sixty-One Thousand, Four Hundred Twelve Dollars and no cents ($461,412.00). Requested by Stacey Trumbo, PE, County Engineer.

- 18. Discussion and possible action regarding the agreement with Archon Resources. This is to provide professional staffing and is on state contract (SW1025AR). We just need a signature on the agreement and Exhibit A. This item is requested by Dayne Coffey, Director, Information Technology.
- 34 Planning Commission
- 19. Discussion and possible action regarding approval or denial of Resolution No. 2024-4529 accepting the Final Plat of The Reserve as provided in Oklahoma Statutes, Title 19, §868.8. This final plat (FP-2024-06) was approved by the Planning Commission on September 19, 2024. The plat consists of fourteen (14) lots that encompass approximately eighteen and three tenths (18.31) acres. The subject property is located .19 miles north of NE 63rd St. on the east side of Harrah Rd. in County Commissioner District 2. Requested by Erik Brandt, Principal Planner and approved as to form and legality by Aaron Etherington, Assistant District Attorney.

- 20. Discussion and possible action regarding an agreement between the Office of the Attorney General and the Board of Oklahoma County Commissioners on behalf of the Sheriff’s Office. The agreement not to exceed $300,000 is to provide funding toward the lawful operations of the sheriff’s office. Requested by Nikkiey Morton, Grants Administrator.

- 21. Oklahoma Association of Chiefs of Police Award Presentation for Deputy Sheriff Jeremy McCain for the Police Cross. Deputy McCain died in the line of duty on March 20, 2023. Requested by Tommie Johnson III, Oklahoma County Sheriff.
- 22. Discussion and possible action to review and approve of a grant award by and between the City of Oklahoma City and the County of Oklahoma County whereas the United States Department of Justice - Justice Assistance Grants (JAG) Program FY 2024 award number O-BJA-2024-172239. This agreement states the City of Oklahoma City will waive their 10% of the funds for administrating the grant. Oklahoma City will receive $248,996.00, Del City will receive $9,653.00, Midwest City will receive $11,237.00, Edmond will receive $8,221.00 and the County of Oklahoma County $155,588.00. The Sheriff’s Office will utilize the funds in the same manner as the previous JAG funds to support Law Enforcement Purposes. The funds are required to be spent by September 30th, 2026. - 23. Discussion and possible action regarding early termination of the agreement with the Health Alliance for the Uninsured under the provisions of 3.A. of the agreement. Termination to be effective November 1, 2024 due to state legislature changes that no longer allow the county to continue these services. Requested by Christi Marshall, Social Services Director.
- 24. Discussion and possible action regarding the early termination of agreement between the Board of County Commissioners on behalf of the Social Services Department and th e Oklahoma Halfway House, Inc. dba Cardinal Community House under the provisions of Clause 7. of the agreement. The agreement will terminate at the close of the day on October 31, 2024. Requested by Christi Marshall, Social Services Director.
