Discussion and possible action to authorize the Chairman of the Board of County Commissioners to sign a Second Demand Letter requesting the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) return Seven Hundred-Fifty Thousand Dollars ($750,000.00) as the first installment toward the of $1.5 million dollars provided to the Department via an ARPA Sub-Reciepent Agreement; the Agreement was terminated by the Board of County Commissioners following notice that the Department would not construct a new mental health hospital in Oklahoma County to replace Griffin Memorial Hospital; Notice of Termination also included a request for return of funds. - 15. Discussion and possible action regarding an ARPA Sub-recipient Agreement #2 between the Board of Oklahoma County Commissioners and Sisu Youth Services (Project ID 20061). The Agreement clarifies the project scope to include completion of architectural and design work, acquisition of an owner’s representative, and pre-construction services necessary for Sub-recipient to complete Phase II of the campus build out. Phase II, when fully complete, will provide secure outdoor recreational space, a medical clinic, classroom and program space, as well as six (6) transitional housing units. The initial Purchase Order, 22503774, will continue to be utilized; agreement in an amount not to-exceed $346,445.70. Requested by Jason Lowe, Commissioner, District 1.

- 17. Discussion and possible action to receive a recommendation from the Citizen Bond Oversight Advisory Board regarding jail bond funds and potential spending. Requested by Stacey Trumbo, on behalf of Steve Mason.

- 19. Discussion and possible action to approve a facility rental contract with the Oklahoma State Fair for the 2025 Oklahoma County Free Fair 4H Horse Show to be held on September 6, 2025. - 20. Discussion, review, and possible action regarding the FY 2026 Annual Fire Equipment Agreement between Oklahoma County and the Deer Creek Fire Protection District. This Agreement, as reviewed by the Oklahoma County District Attorney's Office, commences upon signature by the Oklahoma County Board of County Commissioners and ends on June 30, 2026. Requested by David K. Barnes, Director, Oklahoma County Office of Emergency Management.

Discussion and possible action and public hearing regarding Resolution No. 2025-3280 to abandon a portion of the section line statutory right-of-way located along NW 10th St. between Robinson Ave. and Harvey Ave. and a portion of NW 10th St. that was a part of the platted McClure's Addition. Legal notice was published in The Journal Record on July 11, 18, and 25, 2025. This resolution will be considered by the Board of County Commissioners of Oklahoma County at a public meeting on Wednesday, August 20, 2025, at 9:00 am. Requested by Stacey Trumbo, PE, County Engineer, and has been approved as to form and legality by the Assistant District Attorney.

Discussion and possible action regarding project cancellation, reallocation, increase or other intended use of the remaining $1,000,000.00 in unspent funds under ARPA Project 10113: Benefits COVID Medical Claims Projection. Policy and Governance is recommending the funds be divided equally amongst the three Districts for reallocation to existing sub-recipients of their choosing. - 43 Public Improvements and Infrastructure Committee
- 26. Discussion and possible action regarding the placement of Oklahoma County Treasurer's record storage in three offices on the Northwest corner of the 9th floor in the Courthouse building. Treasure's office will also renovate a portion of their office to accommodate records storage. The cost of the renovation is estimated to be $10,000.00 to $15,000.00 that will come out of the Treasure's budget. This was approved for recommendation at the Infrastructure meeting on August 11, 2025. Requested by Paul Foster, Chairman, Public Improvements and Infrastructure.
