- 37. Discussion and possible action regarding a reduction in General Government 1001-110, line item 54455 - Professional Services - Criminal Justice Authority (CJA), by $800,000.00, and the creation of a new line item, 54455 - Professional Services - Inmate Transportation, in the amount of $800,000.00. The purpose of the transfer and new line item is to pay the entity responsible for transporting detainees to and from the Oklahoma County Detention Center and court, per a Judicial Order. This transfer will reduce each of the nine (9) remaining FY26-27 payments to the Criminal Justice Authority by $88,888.89, making each payment not to exceed $2,917,886.69. This item is requested and recommended by the Budget Evaluation Team (BET).
- 38. Discussion and possible action regarding appointing Tammy Jones as the Treasurer's alternate on the Budget Evaluation Team. Tammy Jones will be replacing Jeanise Bilyeu. Requested by Forrest "Butch" Freeman.

Discussion and possible action regarding an amendment to the “Payroll Deductions” section on page 21 of the Oklahoma County Employee Handbook to include “Whenever an employee's employment terminates, the County shall pay the employee's wages in full, less offsets and less any amount over which a bona fide disagreement exists, as permitted by law, at the next regular designated payday established for the pay period in which the work was performed through the regular pay channels. 19 O.S. § 153; 40 O.S. § 165.2; 40 O.S. § 165.3.” This item is recommended by the Handbook Committee and requested by Brandi Mertens, Chair for the Handbook Committee.
- 40. Discussion and possible action regarding an amendment to the “Guidelines for Appropriate Conduct” section on pages 35-36 of the Oklahoma County Employee Handbook to include “embezzlement, and conversion of property to cash”, and “An employee may be financially responsible to Oklahoma County for the theft, embezzlement, misappropriation, conversion, sale, transfer, destruction, loss, or other unauthorized disposition or use of County funds or property. If the County determines that an employee owes money to the County as a result of the employee’s unauthorized conduct, the County may pursue recovery through any lawful means, including but not limited to holding and/or offsetting the debt owed to the County from the employee’s last paycheck.” This item is recommended by the Handbook Committee and requested by Brandi Mertens, Chair for the Handbook Committee.

Discussion and possible action regarding an amendment to the “Use of County Property” section on page 37 of the Oklahoma County Employee Handbook to include “lines of credit, county vendor accounts”. This item is recommended by the Handbook Committee and requested by Brandi Mertens, Chair for the Handbook Committee.

Discussion and possible action regarding an amendment to the “Employment Separation” section on page 47 of the Oklahoma County Employee Handbook to include “or property obtained by the employee with or without permission that has been paid for using county funds [shall be returned upon separation.]” This item is recommended by the Handbook Committee and requested by Brandi Mertens, Chair for the Handbook Committee.
- 43. Discussion and possible action regarding an amendment to the “Wage Withholding Authorization for Oklahoma County Form” on page 54 of the Oklahoma County Employee Handbook to include “I understand and agree that if I steal, embezzle or misappropriate any goods, services or money from the county, that upon separation from employment, I agree to allow the county to offset from my final paycheck any money owed to the county that can be traced and attributed to my misconduct pursuant to O.A.C. § 380:30-1-7(d)." and “[it is my responsibility to ensure all] county property [is returned]”. - 44. Discussion and possible action regarding Resolution 2026-3267: Intra-Fund Transfer of funds from General Fund for Free Fair 1001-710 from Maintenance and Operations (M&O) 54013 - Advertising to Capital 55330 - Other Equipment in the amount not to exceed $3,200.00. This transfer was approved at the Oklahoma Free Fair Board meeting on Tuesday, July 28, 2026. This item is requested by Jessica Clayton, County Manager.
- 45. Discussion and possible action regarding Resolution 2026-3340: Inter-fund transfer from General Fund 1001 Cash to Employee Benefits Fund 4010 Cash and appropriations in the amount not to exceed $2,000,000.00. This is to transfer General Fund cash and appropriate it to Employee Benefits in order to pay claims for the County for fiscal year 2026-27, as approved by the Budget Board and the Excise Board in the Oklahoma County Annual Adopted Budget in June 2026. This item is requested by the County Finance Department, Office of the County Clerk.

Discussion and possible action regarding Resolution 2026-3326: Transfer of funds from Special Projects-OKDMHSAS (Oklahoma Department of Mental Health and Substance Abuse Services) Grant 2024 Special Revenue Fund 1400-220 Project Code G0001 to OK County Community Safety Investment Depository Fund 6047 in the amount not to exceed $378,010.66, contingent upon the check being deposited. This item was requested by Brian Maughan, Commissioner for District Two and Chairman of the Board.

Discussion and possible action regarding Resolution 2026-3423: Request to establish a new Capital Improvement Project, C000094, for the Sheriff's Midwest City Roof Replacement, with an original project budget of $400,000.00, contingent upon Board of County Commissioners' approval on July 19, 2026. This project is necessary to track the expenditures associated with the roof replacement. This item was requested by Brian Maughan, Commissioner for District Two and Chairman of the Board.

Discussion and possible action regarding Resolution 2026-3424: Intra-Fund Transfer of appropriations from Capital Projects Capital 55000 2010-120 unallocated to the Sheriff's Midwest City Roof Replacement, Project C000094, in an amount not to exceed $400,000.00, contingent upon Board of County Commissioners' approval on July 19, 2026, to fund the project's original budget. This transfer is necessary to cover anticipated expenses for the roof replacement at the Sheriff's substation in Midwest City. This item was approved by the Public Improvement and Infrastructure Committee on May 11, 2026. This item is requested by Brian Maughan, Commissioner for District Two and Chairman of the Board.
