Action regarding in confidential communications between the public body and its attorney concerning a pending investigation, claim or potential action against the City of Oklahoma City arising out of nonpayment of costs for housing municipal prisoners, the board has determined that disclosure will seriously impair the ability of the public body to process the claim or conduct a pending investigation, litigation, or proceeding in the public interest.
