Action regarding in confidential communications between the public body and its attorney concerning a pending investigation, claim or action regarding the non-payment and lack of contracts with the Oklahoma Department of Mental Health and Substance Abuse Services wherein the state agency disobeys orders of commitment, shifted the cost of maintaining these prisoners solely to the property tax payors in violation of the Oklahoma Constitution, and otherwise impaired the work to maintain a jail as required by the Oklahoma Constitution.
