  10. 10 AUDIENCE PARTICIPATION: Anyone having an item of business to present to the City Council that does not appear on the agenda please come forward at this time. The Mayor and Council will receive comments from audience members. Council may recommend to the individual or group as to what action they should take, i.e., refer the situation to a particular department or person at the city offices. Each speaker will have a 3-minute time limit, each topic will have a 9-minute time limit, and Audience Participation will be limited to 30-minutes in total.

  12. 2. Consider adopting a resolution approving the joint petition settlement in the amount of $10,368.00 and making payment in the workers’ compensation claim of John Chelenza. 24-1359
  13. 3. Consider approving a resolution authorizing the City to submit an Oklahoma Opioid Abatement Board grant application, which includes a proposed partnership with the Comanche County Health Department to support opioid prevention efforts in the community. 24-1330

  22. 12. Consider approving a Resolution confirming discontinuation of funding and thereby terminating a contract with Routeware, Inc. for software, hardware, and services that aid in solid waste disposal truck fleet management. 24-1377

Consider and take action approving Change Order 1 reducing the contract by $706,852.11, accepting project in the final contract amount of $1,733,921.17 and placing the Maintenance Bond into effect the for Industrial Water Main Extension Phase I PU2306 as constructed by M&T Septic and Backhoe Service, INC. 24-1357

Consider approving a Law Enforcement Services Mutual Aid Agreement between the City of Lawton and the Board of Education of Independent School District No. 8, Comanche County, Oklahoma, also known as Lawton Public Schools, granting authority to Lawton Public Schools officers to enforce municipal criminal and traffic ordinances on school property and on specific streets, highways, roads, alleys, easements and other public ways immediately adjacent to school property. This Mutual Aid Agreement repeals and replaces all prior Mutual Aid Agreements between Lawton Public Schools Police Department and Lawton Police Department. 24-1356
  25. 15. Consider approving a Limited Event Support Agreement with Darien’s Voice Foundation to support the 3rd Annual Easter Egg Hunt for Children & Adults with Special Needs, and take action as deemed necessary. 24-1372

Consider adopting a resolution approving an Interlocal Cooperation Agreement for cooperative purchasing by and between the Independent School District No. 15 of Atoka County (a/ka/ Atoka Public Schools “APS”) and the City of Lawton and authorize the execution of the resolution and agreement. 24-1389
  31. 21. Consider adopting a resolution approving an Interlocal Agreement for cooperative purchasing by and between the Region 8 Education Service Center and the City of Lawton, and authorize the execution of the resolution and agreement. 24-1390

Adopt a resolution declaring the structures located at 815 NW 35th Street and 2809 SW J Avenue, to be dilapidated pursuant to Section 6-5-1 Lawton City Code, ordering the owner to abate the nuisance, authorizing summary abatement, and authorizing the City Attorney to commence legal action in District Court to abate the nuisance. 24-1223

Consider approving an ordinance pertaining to Business, amending Section 7-32-1-3203 and Section 7-32-1-3204, Division 7-32-1, Article 7-32, Chapter 7 of Lawton City Code, 2015, by prohibiting certain scrap items from sale or purchase, unless by an exempted seller; removing the misdemeanor penalty; allowing for floor amendments; providing for severability; and establishing an effective date. 24-1299

Consider approving an Ordinance pertaining to alcoholic beverages by amending Section 4-1-1-106, Division 4-1-1, Article 4-1, Chapter 4, Lawton City Code, 2015, by replacing the language with an approved assembly or use permit with event permit issued by the City, providing for severability, establishing an effective date and allowing for floor amendments. 24-1317

Consider approving an ordinance pertaining to businesses by amending Sections 7-12-2-1249, 7-12-2-1250, and 7-12-2-1251, Division 7-12-2, Article 7-12, Chapter 7, Lawton City Code, 2015; by adding language to define charitable organizations, adding an exemption for permitting for charitable organizations, adding language regarding the required deposit, providing for severability, establishing an effective date, and allowing for floor amendments. 24-1352
  45. 33. Consider approving a Resolution amending Appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, pertaining to Chapter 7, Business, by amending Article A-7-12-2 Temporary structures and uses, and establishing an effective date. 24-1354

Consider an Ordinance, including any floor amendments, amending Personnel Policies and Procedures Section 17-1-6-162, Division 17-1-6, Article 17-1, Chapter 17, Lawton City Code, 2015, by granting employees holidays off based partially on the federal holiday schedule, plus the day after Thanksgiving and Christmas Eve; modifying paragraph D of the Section dealing with flexible holidays; providing for severability and establishing an effective date. 24-1320

Consider approving a Redevelopment Agreement by and among the City of Lawton, the Lawton Economic Development Authority, the Lawton/Fort Sill Economic Development Corporation, and Fisher59 Properties, LLC, for the development of a distribution center within the Airport Industrial Park. 24-1388
