7. 7 AUDIENCE PARTICIPATION: Lawton citizens having an item of business to present to the City Council that does not appear on the agenda please come forward at this time. The Mayor and Council will receive comments from audience members. Council may recommend to the individual or group as to what action they should take, i.e., refer the situation to a particular department or person at the city offices. In order to participate in Audience Participation, each speaker must submit a Request to Speak Form to the City Clerk and must reside within the city limits of Lawton. Each speaker will have a 3-minute time limit, each topic will have a 9-minute time limit, and Audience Participation will be limited to 30-minutes in total. Each participant is required to adhere to the Rules of Decorum outlined in Council Policy 1-6.

Consider and take appropriate action with respect to City Council Resolution No. 2024-____, approving the resolution of the Lawton Water Authority authorizing application for two (2) grants form the Bureau of Reclamation’s WaterSMART Grants Program in the amounts of $3,000,000 and $10,000,000 for drought assistance and authorize the Mayor and City Clerk to execute the grant applications. 24-1917
11. 3. Consider approving a resolution amending the City of Lawton FY25 budget, as amended, by appropriating $388,623.84 to the General Fund for repairs to McMahon Memorial Auditorium, Carnegie Library Town Hall, National Guard Armory, and John Denney Playhouse. 24-1927

Consider approving a resolution amending the City of Lawton FY25 budget, as amended, by appropriating $421,854.35 to the Hotel/Motel Economic Development Fund and $244,793.65 to the 2019 Capital Improvement Fund to partially fund the professional services agreement with the Lawton-Fort Sill Economic Development Corporation for economic and industrial development services. 24-1958

Consider approving a resolution amending the City of Lawton FY25 budget, as amended, by appropriating up to $350,000.00 to the General Fund for the purpose of securing funding for the closure and post-closure cost estimates regarding the statutory required landfill assurance mechanism for the City of Lawton’s landfill facilities as required by the Oklahoma Department of Environmental Quality. 24-1959

Consider approving Council Policy 01-14, Customer Service Policy, which seeks to establish standards and expectations in accordance with the True North Culture Statement for delivering exceptional service to all citizens, businesses, and stakeholders interacting with the City of Lawton, allow for floor amendments, and take action as deemed necessary. 24-1951

Consideration and act upon a Resolution of the City of Lawton, Oklahoma (the “City”) authorizing and approving the incurring of indebtedness by the trustees of the Lawton Water Authority (herein the “Authority”) to be accomplished by the issuance of its Line of Credit Note, Series 2024C or other evidences of indebtedness in one or more series designations on a tax-exempt or taxable basis, at a premium or discount, in the aggregate principal par amount of not to exceed Ten Million Dollars ($10,000,000) (herein the “Note”) for the purpose of securing funding for the closure and post-closure cost estimates regarding the statutory required financial assurance mechanism for the City of Lawton’s landfill facilities as required by the Oklahoma Department of Environmental Quality, said facilities being part of the “Utility Systems” of the Authority within the City of Lawton, Oklahoma (the “City”); and pay costs of issuance related thereto; providing that the organizational document creating the Authority is subject to the provisions of the indenture authorizing the issuance of said Note; approving the award of the sale of said Note on a negotiated basis, approving the waiver of competitive bidding with respect to the sale of said Note; and approving the proceedings of the Authority pertaining to the sale of said Note; approving and authorizing a Sales Tax Agreement (the “Sales Tax Agreement”) by and between the City and the Authority pertaining to the year-to-year pledge of certain sales tax revenues; and all matters related thereto, including execution of all related documents thereto. 24-1940

Consider approving an Ordinance pertaining to Fire Department and Services amending Sections 11-2-201, 11-2-208, 11-2-209, and 11-2-216, Article 11-2, Chapter 11, Lawton City Code, 2015; by changing all references of the 2015 International Fire Code to the 2018 versions of said code as amended by the Oklahoma Uniform Building Code Commission, providing for severability, and establishing an effective date. 24-1923

Consider approving an ordinance pertaining to offenses and crimes by amending Section 16-3-1-321, and creating Section 16-3-1-325, Division 16-3-1, Article 16-3, Chapter 16, Lawton City Code, 2015; by adding the size difference between littering and dumping, creating a code that prohibits illegal dumping and sets the fines and punishments for illegal dumping at $750.00 or 60 days in jail for the first offense and $750.00 and 60 days in jail for each offense thereafter, providing for severability, providing for codification, and establishing an effective date. 24-1947

Consider an ordinance pertaining to utilities amending Section 22-1-4-144, Division 22-1-4, Article 22-1, Chapter 22, Lawton City Code 2015, relating to landfill fees - gate fee - exceptions by expanding the use of monies in the eight (8) ward accounts to include security infrastructure improvements (e.g. Flock Cameras) and speed tables, providing for severability and establishing an effective date. 24-1954
