Consider approving an Ordinance pertaining to Buildings, Construction and Housing by amending Sections 6-1-1-101, 6-1-1-102, 6-1-1-103, 6-1-1-104, 6-1-1-105, 6-1-1-106, Division 6-1-1, Article 6-1; Sections 6-2-1-202, 6-2-1-203, 6-2-1-204, 6-2-1-206, 6-2-1-209, 6-2-1-211, 6-2-1-212, 6-2-1-213, 6-2-1-214, 6-2-1-215, Division 6-2-1, Article 6-2; Sections 6-3-1-301, 6-3-1-302, 6-3-1-305, 6-3-1-309, 6-3-1-318, Division 6-3-1; Section 6-3-2-331, Division 6-3-2, Article 6-3; Sections 6-4-1-401, 6-4-1-402, 6-4-1-403, 6-4-1-406, 6-4-1-407, 6-4-1-408, 6-4-1-409, 6-4-1-410, 6-4-1-411, Division 6-4-1, Article 6-4; Sections 6-5-1-501, 6-5-1-502, 6-5-1-503, 6-5-1-504, 6-5-1-505, Division 6-5-1; Sections 6-5-2-221, 6-5-2-222, 6-5-2-223, 6-5-2-224, 6-5-2-225, Division 6-5-2, Article 6-5; Section 6-6-1-605, Division 6-6-1, Article 6-6; Section 6-7-1-702, Division 6-7-1, Article 6-7, Chapter 6, Lawton City Code, 2015; by changing all references of the 2015 International Building Code, International Mechanical Code, International Fuel Gas Code, International Plumbing Code, International Property Maintenance Code, and International Existing Building Code, to the 2018 versions of said codes, by changing all references of the 2014 National Electrical Coded to the 2017 National Electrical Code, by changing all the references of the 2009 International Residential Code to the 2018 International Residential Code, by removing all of the previous amendments as set forth by the Oklahoma Uniform Building Code Commission (OUBCC) and referencing the amendments for each code, clarifying all references to the section number that deals with penalties by adding the 1 to the 1-119, adding language that specifies that painting, papering, tilling, carpeting, cabinets counter tops and other similar finish work is not required to be permitted, by clarifying the rules of the Building Development Appeals Board to re-instate contractors who fall off the fast track list, updating all references to the Oklahoma Administrative Codes as adopted by the OUBCC, updating wind speed from 90 to 115, updating the table for concrete footing and retaining walls in the International Residential Code, adding language that references the Lawton Waffle Slab as designed in the City of Lawton Engineering Standards, removing all references to the appendices in the International Residential Code and stating that the OUBCC has not adopted any of the appendices in the International Residential Code, removing language regarding issuing permits to owners for plumbing, mechanical and electrical work to match state statutes, updating all requirements for all contractors to request inspections prior to 9AM for them to be same day inspections unless it is an emergency inspection as detailed in another section, by clarifying what work does not require a permit for plumbing, electrical and mechanical work, by changing the requirement for the Building Development Appeals Board Member to a Professional Architect/Designer or an Oklahoma Licensed Engineer, providing for severability, establishing an effective date and allowing for floor amendments.
