Cost Savings: The transition to the new $82.50 per encounter billing rate is actively yielding substantial cost savings. Blood Draw Program: The program is seeing exceptionally high demand. The first two weeks filled up instantly, and bookings are currently being extended to cover at least four solid weeks to accommodate everyone. 26-1876 no action taken Pass

  12. 12 Board Member Statements and Announcements Workers' Compensation & Health Insurance Update by Commissioner Cleveland Broker & Quote Status Hub International: The representative reported that the county's long-term workers' compensation broker, Hub International, has obtained a health insurance quote from Blue Cross Blue Shield (BCBS). Hub is currently preparing a formal presentation of the quote packages. Summit: John Locker from Summit (brokering for OPH&W) also requested a BCBS quote. Broker Designation Requirement: BCBS will issue the initial quote to both firms but will not release finalized details or move forward until the County officially votes to name an exclusive broker of record. Plan Details & Timeline BCBS Benefits: Initial reviews indicate premium savings alongside robust plan structures. Hub is also preparing a supplementary, zero-cost plan designed to mitigate out-of-pocket expenses for employees. Timeline: A preliminary call with Hub International is scheduled for September 9th to review details before a full presentation is made to the Board. A special committee meeting may be called to review competing quotes. The representative noted that plan implementation is flexible, as transitions to BCBS or OPH&W can occur outside of the standard January 1st window. UnitedHealthcare (UHC): UHC declined to quote a self-insured plan and formally declined to compete for fully insured business due to its existing third-party administration ties with Health Choice (EGID). Network & Hospital Accessibility Concerns Norman Regional Health System: Board members raised concerns regarding rumors that UnitedHealthcare and Aetna may out-of-network status at Norman Regional Health System as early as October. Impact Analysis: Because a large majority of county employees reside in Norman and points south (e.g., Lexington), an out-of-network shift would create significant travel and financial hardships. Next Steps: The representative will consult with administrative staff at the City of Moore—who also utilize UHC and Norman Regional—to investigate network stability and ensure employee access is protected before any health plan recommendations are finalized.
  13. 13 Adjourn adjourn Pass
