Discussion and possible action regarding a Resolution to approve the Appointment of HUB International as Insurance Broker of Record for Employee Health, Dental, and Vision Benefits, effective September 14, 2026. Caitlin Hinman, Senior VP, from HUB International presented a request to the Board regarding the county's insurance coverage's. Ms. Hinman highlighted the firm's long-standing partnership with the county as the current Broker of Record for workers' compensation, noting their ongoing success in premium negotiations, claims advocacy, and return-to-work programs. In light of the projected 2027 rate increases and reduced coverage under the current HealthChoice program, Ms. Hinman presented a financial analysis exploring a transition to Blue Cross Blue Shield. This marks the third evaluation conducted by HUB International to help the county gain greater control over its health insurance program. Ms. Hinman formally requested that the Board approve HUB International as the Broker of Record for health insurance, contingent upon the county's decision to exit the HealthChoice program. This appointment would allow HUB International to manage the medical coverage line in the same capacity as the workers' compensation coverage.

- 28 Board Member Statements and Announcements Commissioner Rod Cleveland provided an update and presented an informational flyer regarding the county’s membership and return on expense with the Association of Central Oklahoma Governments (ACOG). Commissioner Cleveland noted that the county’s total annual dues amount to $6,600, partitioned as follows: $2,600 for basic dues, $2,300 for water resources, and $1,600 for transportation. Under the ACOG 9-1-1 system framework, the county pledges its 9-1-1 fees to ACOG, which manages equipment upgrades and rate negotiations with AT&T. Through an approved board formula, ACOG returns $2,300 of these fees back to the county, which is deposited directly into the Sheriff’s cash fund. Furthermore, Commissioner Cleveland highlighted that this membership leverages support for an ongoing regional transportation project valued at approximately $69 to $70 million. The flyer was submitted to the record. Commissioner Rod Cleveland initiated a discussion regarding the agenda item to appoint a Broker of Record for employee health insurance benefits. Commissioner Cleveland reported that Health Choice recently finalized its insurance pool rates, resulting in significant premium increases and a reduction in coverage for county personnel. To address these rising expenditures, Commissioner Cleveland recommended that the county explore transitioning back to a self-insured model, noting that a similar deep-dive evaluation was conducted by previous county officers in 2016–2017 but was hindered by difficulties obtaining historical claims data from Health Choice. He noted that he has met with four prospective brokers to review options, including HUB International, which has served as the county’s workers' compensation broker since 2016 and previously assisted with health benefits in 2018–2019. Commissioner Cleveland emphasized that the ultimate goal is to take control of health insurance premium costs early in the cycle and shift those savings into maintaining or expanding high-quality benefits for county employees. Further informational meetings with the brokers will follow.
