  8. 8 Items of Business
  9. 2. Discussion and possible action to accept the OSU Local County Training Calculation Formula for the 2026/2027 annual county office salary compensation. • Premium Increases: Health Choice rates (High, Basic, and High Deductible plans) will increase by nearly 20% (approx. 19%), exceeding the anticipated budget. • HMO Provider Changes: Blue Cross Blue Shield (BCBS) HMO has been dropped. Community Care will be the only available HMO option, though its coverage and services in the local area require further review. • Cost-Mitigation Strategies: To offset rising premium costs for employees, the benefits committee is exploring: • Eliminating the Health Choice High plan and transitioning to the Basic plan (which shares the same PPO network and services but alters the cost-sharing ratio). • Utilizing existing budgeted benefit funds to implement a Health Reimbursement Account (HRA) or restructuring Flexible Spending Account (FSA) contributions. • Adjusting deductible levels. • Broker of Record Selection: Hub International (the current workers' compensation broker) has presented alternative BCBS rates and will meet with the remaining Commissioners next week. A formal step to designate Hub International as the official Broker of Record for health benefits is required to allow them to negotiate better rates and discounts. • Plan Alignment: Management is exploring shifting the plan's effective date from January 1 to July 1 to align with the fiscal budget cycle. This timeline would provide definitive rate data by March, preventing unexpected year-end rate shocks. • Next Steps: A special Employee Benefits Committee meeting is scheduled for tomorrow morning to review these items in detail. 26-2095 adopted Pass
  10. 3. Discussion and possible action regarding an update/report on the Employee Benefits Committee. 26-1982
  11. 4. Discussion and possible action regarding an update/report on the Infrastructure Committee. • Courthouse & Elevator Progress: • Heating Tank: Discussions were held regarding relocating the heating tank to make the facility layout more intuitive. • Old Courthouse Elevator: Completion is still projected for the end of October. • First Floor (West Side): Maintenance for the first floor west side of the courthouse has been completed. • Painting and Scheduling: Now that building temperatures have cooled, painting work will be scheduled this week with Doug and Tammy, with work expected to begin next weekend. • Parking Lots & Signage: • Crews are currently conducting parking lot striping and painting. • Exterior signage installation will begin as soon as the pending delivery arrives from the vendor. • Fairgrounds & Calc Center Improvements: • Concrete Work: Concrete installations at the calc center are now fully completed. • EV Charger & Digital Signage: Installation at the fairgrounds will begin soon. The EV charger installation hit a minor delay after the original power plan with OJD failed, requiring teams to redesign the electrical routing. • Comanche Street & Parking Garage Project: • The City of Norman City Council has conceptually approved the closure of Comanche Street for the upcoming parking garage construction, with official action pending closer to the construction start date. • The closure will temporarily eliminate approximately 45 parking spaces, which will be absorbed by the parking lot across the street. • This project is part of a broader five-year master plan to modernize and transform the Cleveland County campus for the public and employees. 26-1983
  12. 5. Discussion and possible action regarding a Presentation from George Mauldin, Safety & Emergency Management Director. • Event Details: The county blood drive is scheduled for this Thursday. The Oklahoma Blood Institute (OBI) mobile unit will be stationed on the south side of the local county facility. • Current Registration: To date, 14 employees have signed up, and plenty of appointment slots remain available. • Staff Participation: Management highly encourages department heads to promote the event and invite remaining staff to participate. • Organization Feedback: OBI expressed sincere appreciation for the Cleveland County campus, noting that the county consistently delivers a strong and impact turnout. 26-1984
  13. 13 New Business
  14. 14 Board Member Statements and Announcements
  15. 15 Adjourn adopted Pass
