  8. 8 Public Comment: Mr. Cletus Adams, Trucking & Operations Manager, Texoma Traffic and Environmental, made public comment to introduce his Company to the Board of County Commissioners.
  9. 9 Consent Items Chairman Grissom said that the items on the consent agenda are routine in nature and approved with a single vote. However, any item on the consent agenda is subject to individual consideration at the request of a member of the body.

Discussion and possible action regarding Open Records Act Fee Schedule for Cleveland County. 51 O.S. §24A.5(4) permits a public body to charge a reasonable fee to recover the direct cost of the record search and copying if the request “is solely for commercial purpose or would clearly cause excessive disruption of the essential functions of the public body.” The proposed fee schedule mirrors the Attorney General’s Office policy. 26-1823

  21. 10. Discussion and possible action of the renewal School Resources Officer ("SRO") agreement between Mid-America Christian University (MACU) and the Cleveland County Sheriff's Office (CCSO). As compensation for SRO services, MACU shall pay to CCSO $280,000 annually as well as provide a 25' x 60' (1,500 square feet) substation building space and additional amenities and benefits. The term of this Contract will commence on July 1, 2026, and will terminate June 30, 2027. This contract may be renewed annually upon mutual agreement of the parties. CCSO will provide coverage for regular scheduled SRO deputies if training or conference is necessary during those hours. 26-1127
  22. 11. Discussion and possible action regarding the Oklahoma Law Enforcement Telecommunications System (OLETS) and the Cleveland County Sheriff's Office terminal agreement. This agreement is hereby drafted to satisfy the requirements of the Criminal Justice Information Services (CJIS) Division of the Federal Bureau of Investigation and to specify the responsibilities and rights of both DPS and the terminal Agency in operating the OLETS Network. 26-1833

Discussion and possible action regarding the NonTerminal Agency Agreement between Oklahoma Department of Public Safety Oklahoma Law-Enforcement Telecommunications system (OLETS), Cleveland County Sheriff's Office and Lake Thunderbird State Park Office. The user agency agrees to provide the non-terminal agency access to the OLETS switch, on a twenty-four hours a day, seven days a week basis for criminal justice purposes. 26-1830

The proposed agreement is issued under the state purchasing contract SW1034, which ensures competitive pricing and compliance with state procurement standards. The contract term is for 60 months, with a monthly base payment in the amount of $142.28. 26-1812
  26. 15. Discussion and possible action regarding the renewal of the Eureka Water Company Agreement for both the Sheriff's Office and the Detention facility. The Sheriff's Office contract renewal is from July 1, 2026, through June 30, 2027, with a $4.99 service charge, $6.74 P/CS for 16.9oz drinking water, 2 case min. w/refundable bottle deposit, and $3.00 monthly cooler rental.
