Discussion and possible action regarding the Cleveland County Sheriff’s Office request to approve the Contract for Services between the Cleveland County Sheriff's Office and Growing Oaks Association for the provision of Elevation Station Programs at the Cleveland County Sheriff’s Office Detention Center. This agreement will cost $40,000 and shall commence on 1/16/2026 and shall continue until all eight (8) programs are have been completed, or until 12/31/2026, which ever comes first. Under this agreement, Growing Oaks Association will provide eight (8) Elevation Station Programs. Four (4) programs will be designed specifically for male participants and four (4) programs will be designed specifically for female participants. Program Overview The first program, Level I - Putting Down Roots, is a twelve (12) week course focused on equipping participants with essential life skills to support successful reintegration following incarceration. Each week addresses key areas of personal development and financial literacy: Week 1: Goal Setting Week 2: Communication and Decision-Making Week 3: Saving for Emergencies, Purchases, and Goals Week 4: Spending Plan and Uprooting Debt Workshop - Part I Week 5: Spending Plan and Uprooting Debt Workshop - Part II Week 6: Voice Your Vision and Launch Your Plan Week 7: Banks, Credit Unions, and Loan Businesses Week 8: Credit Reports, Collections, and Legal Actions Week 9: Life, Home, and Vehicle Insurance Week 10: Buying and Owning a Home Week 11: Retirement Planning Week 12: Stewardship - Launch Your Vision and Level Up Each level is structured to teach progressive life skills that provide participants with practical tools for financial stability, responsible decision-making, and long-term success after release. The subsequent three levels of the Elevation Station Program will include structured monthly, quarterly, and semi-annual goal check-ins. These follow-up sessions are designed to ensure participants remain on track, reinforce learned principles, and provide continued accountability to support sustained success.
