Discussion and possible action regarding the Economic Development Agreement (the "EDA") for the Rock Creek Entertainment District (Increment District Nos. 4 and 5, City of Norman, Oklahoma) by and between the City of Norman, Oklahoma, Norman Tax Increment Finance Authority, UNP North, LLC, and the Cleveland County Recreational and Entertainment Facilities Authority (the "Authority"); authorizing officers of the Authority to execute the EDA and all other documents, certifications, and writing related thereto; and taking of other actions related thereto.
