1. Consider and approve an amendment to the Professional Services Agreement with Garver, LLC on the 161st Memorial to Mingo project in the amount of $254,120.00.
2. Consider and approve a Professional Services Agreement with Olsson for consulting services to assist the City of Bixby with the update of its Comprehensive Plan and development of a Capital Improvement Plan (CIP).
3. Consider and approve the purchase of six (6) replacement police vehicles to replace high mileage 2019 and older vehicles in the amount of $341,000 from state contract vendors. The funding was approved as part of the current fiscal year budget.
4. Consider and approve the Memorandum of Understanding with the International Association of Fire Fighters (IAFF) Local 2651 regarding Fire Marshal, Assistant Fire Marshal, and Training Officer Positions
5. Consider and approve the Interim City Manager to expend no more than $60,500 to Evergreen Solutions, LLC for a comprehensive job classification study, compensation study, organizational/staffing study, and review of the city handbook for the City of Bixby.
6. Discussion, consideration, and possible vote for approval of Ordinance 2560 of the City of Bixby, Oklahoma, amending the Bixby Code, Title 5, Public Safety; by adding Chapter 11, Emergency Proclamations; by adding section 5-11-1, Mayor's Powers During Emergency; by revoking section 4-7-1, providing for codification, repeal, severability, and declaring an emergency. Ordinance 2560.
7. Discussion, consideration, and possible vote to approve an emergency clause for Ordinance Number 2560 making it effective immediately upon passage since the immediate operation of the provisions of the Ordinance is necessary for the preservation of public health, safety, welfare, morals, and service to the citizens.
8. Discussion, consideration, and possible action regarding the request from the Bixby Metro Chamber of Commerce for an $8,000 contribution from the City of Bixby for the 2026 Buy Bixby program, with the City of Bixby serving as a Co-Presenting Sponsor.
9. <span style="margin-left:0in;">Consider and/or take action, if necessary, resulting from discussions held in Executive Session concerning the employment of the City Manager.
10. Consider and approve Final Plat Case No. BXPT-22.18 FP, The Preserve Blocks 6–15, a residential subdivision consisting of one hundred thirty-three (133) lots within ten (10) blocks and four (4) reserve areas on approximately 73 acres, located at the northeast corner of South Sheridan Road and East 171st Street South, Bixby, Oklahoma.
11. Discussion, consideration, and possible action regarding a request from the Bixby Historical Society for an $8,000 sponsorship from the City of Bixby Economic Development funds to support the 2026 Santa’s Village and Festival of the Trees, including expenses for Santa, improvements to the Candyland area, and festival marketing.
12. Discussion and possible action to ratify the emergency declaration proclaimed and executed by Mayor Bobby Schultz on August 19, 2026, declaring an emergency within the city of Bixby, Oklahoma, due to city-wide water supply shortages, water distribution infrastructure challenges, and resulting water service outages, pursuant to Section 5-4-5 of the Bixby City Code and the Oklahoma Emergency Management Act, 65 O.S. § 683.1 et seq.
13. Motion to enter executive session and take appropriate action in open session on the following items a. Confidential communications and discussions among the City Council concerning the employment of the City Manager. Authority: Oklahoma Open Meeting Act, Title 25, Oklahoma Statutes Section 307. B.1.
