  1. Consider and/or approve an Operator and Maintenance Agreement with Bixby Winter Wonderland LLC for the 2026 Skating Rink Season.
  2. Consider and/or approve an amendment to the Professional Services Agreement with Kimley-Horn for Right-of-Way acquisition services and parcel preparation on the 131st Street Mingo to Garnett project in the amount of $85,100.00.
  3. Consider and/or approve a Memorandum of Understanding between the City of Bixby and the Tulsa Humane Society for housing and storage of stray, surrendered or quarantined animals. This will replace a previous agreement with the City of Coweta.
  4. Consider and/or approve an amendment to the Professional Services Agreement for Right-of-Way acquisition services and staking with PEC on the 117th Street Improvements project in the amount of $94,950.00 for a new contract amount including this amendment for a total contract amount of $142,950.00.
  5. Consideration and/or approval to award the construction contract for the Spartan Creek Water and Sanitary Sewer Line Improvements, Phases I and II.
  6. Consider and/or approve the expenditure of $110,280 for equipment and installation costs for new patrol vehicles approved by previous council action from state contract vendors, including installation of lights, radios, computers, life-saving equipment, radar, video recording equipment and other equipment normally provided in police upfit of patrol vehicles. Funds were included in the approved FY27 Municipal Budget.
  7. Consider and/or approve the final change order and adjustment of quantities for the Bixby Public Works Facility and Lagoon Closure project, decreasing the contract amount by $44,472.00, and authorize execution of AIA Document G701-2017. The change order, submitted by Miller-Tippens and Beck Design, is the final change order necessary to close out the project and return $44,472.00 to the City of Bixby
  8. Discussion, consideration, and possible action to approve Resolution No. 2026-22 for Case No. BXCP-26.02, a Minor Amendment to the City of Bixby Comprehensive Plan and Future Land Use Map to change the Future Land Use designation from Medium Density Residential to Medium-High Density Residential for approximately 1.10 acres located at 15014 S. Sheridan Road, Bixby, Oklahoma.
  9. Consider and/or approve Resolution 2026-23 of the City Council of the City of Bixby, Oklahoma, requiring the City Attorney to review all Ordinances, Resolutions, and Contracts prior to submission to the City Council.
  10. Consider and/or approve the annual report of the Tax Increment Financing (TIF) Districts fiscal year ending June 30, 2026. Pursuant to the Oklahoma local Development Act, the City of Bixby submits the annual report regarding the TIF districts.
  11. Discussion, consideration, and possible vote for approval of Ordinance 2560 of the City of Bixby, Oklahoma, amending the Bixby Code, Title 5, Public Safety; by adding Chapter 11, Emergency Proclamations; by adding section 5-11-1, Mayor's Powers During Emergency; by revoking section 4-7-1, providing for codification, repeal, severability, and declaring an emergency. Ordinance 2560.
  12. Consider and/or approve the retirement of Police Canine "Brit" effective October 15, 2026, after six (6) years of loyal service to the Police Department and surplus/transfer ownership of the retired canine to his handler, Officer Matt Ross, for permanent care.
  13. Discussion, consideration, and possible vote to approve an emergency clause for Ordinance Number 2561 making it effective immediately upon passage since the immediate operation of the provisions of the Ordinance is necessary for the preservation of public health, safety, welfare, morals, and service to the citizens.
  14.   15. Consider and/or approve Resolution 2026-25 ratifying the submission of a United States Department of Transportation (USDOT) Federal Highway Administration (FHWA) “Stopping Threats on Pedestrians Competitive Grant (Bollards) grant application submitted September 9, 2026, for the Downtown Pedestrian Safety Project in the amount of Five Hundred Six Thousand One Hundred Nine Dollars and Forty-Five Cents ($506,109.45).
  16. Consider and/or approve Miller-Tippens Final Pay Application No. 24 (FINAL) for the Public Works Facility and Lagoon Closure project in the amount of $178,264.94.
  17. Discussion, consideration, and possible vote regarding a reconsideration of the Downtown Façade Grant reimbursement for exterior improvements at 6 E. Breckenridge Avenue.
  18. Discuss and/or take action based on the confidential communication received during the Executive Session concerning the pending claim of Kim Coody.
  19. Consider and/or approve Final Plat Case No. BXPT-22.18 FP, The Preserve Blocks 6–15, a residential subdivision consisting of one hundred thirty-three (133) lots within ten (10) blocks and four (4) reserve areas on approximately 73 acres, located at the northeast corner of South Sheridan Road and East 171st Street South, Bixby, Oklahoma.
  20. Motion to enter into Executive Session: a. Pursuant to 25 OS 307(B)(4), consider convening in executive session to receive confidential communication from the City Attorney concerning the pending case of Coody v. City of Bixby, case no. CV-2026-1731, Tulsa County, and take appropriate action in open session.
  21. Discuss, Consider, Approve, Amend, Repeal, or Deny Resolution 2026-24, a Resolution fixing the amount of bonds to mature each year, fixing the time and place the Bonds are to be sold and authorizing the Clerk to give notice of said sale as required by law.
  22. Discussion and Presentation on the Bixby Police Department's state accreditation. The Bixby Police Department is now accredited by the Oklahoma Law Enforcement Accreditation Program (OLEAP). Presentation by Kevin McCullough of OLEAP.
  23. Discussion and Possible Action Regarding the Continued Need for the Emergency Declaration and Emergency Orders Proclaimed and Executed by Mayor Bobby Schultz on August 19, 2026, Due to City-Wide Water Supply Shortages, Water Distribution Infrastructure Challenges, and Resulting Water Service Outages, Pursuant to Section 5-4-5 of the Bixby City Code and the Oklahoma Emergency Management Act, 65 O.S. § 683.1 et seq.
