To authorize the Director of the Department of Water and Power to pay combined sewer overflows, sanitary sewer overflows, and wastewater treatment plant bypass penalties to the Ohio Environmental Protection Agency for the Division of Water Reclamation; and to authorize the expenditure of $60,000.00 from the Sewer Operating Sanitary Fund.
