To authorize the Director of Development to enter into a grant agreement with Columbus-Franklin County Finance Authority in an amount up to $5,000,000.00 who will act as a passthrough entity with Barthman Family Homes LLC in support of the development of 150 units of new affordable apartment homes with the Barthman Family Homes project; to authorize the amendment to the 2025 Capital Improvement Budget; to authorize the appropriation of funds within the Income Set Aside Subfund and the Affordable Housing Bond Fund; to authorize the transfer of cash between the Income Tax Set Aside Subfund and the Affordable Housing Bond Fund; to authorize the expenditure in an amount up to $5,000,000.00 within the Affordable Housing Bond Fund; to authorize the reimbursement of expenditures incurred prior to the establishment of a purchase order January 1, 2024; and to declare an emergency.
