To authorize the Director of the Department of Development to modify a grant agreement in an amount up to $700,000.00 to provide housing support and service coordination for the residents of the Colonial Village apartment complex to the Community Shelter Board; to authorize payment for reasonable food and non-alcoholic beverages for residents; to authorize the advancement of funds on a predetermined schedule; to authorize the transfer of $700,000.00 from the general fund citywide account to the Department of Development general fund budget; to authorize the expenditure of $700,000.00 from the general fund; and to declare an emergency.
