- 1. ORDINANCE, submitted by Councilmember Walsh, from Emily Smart Woerner, City Solicitor, ESTABLISHING a Council policy relating to expenditure of payments in lieu of taxes received by the City of Cincinnati from tax increment financing districts established pursuant to Section 5709.40 ( C ) of the Ohio Revised Code (the “TIF Districts”), relating to all payments in lieu of taxes currently in City of Cincinnati accounts and any future amounts received by the City of Cincinnati for TIF Districts 1 and 5-36, each after existing obligations are met and paid from the TIF Districts, with fifty percent of such net revenues being set aside for expenditures in alignment with the eligible uses of the Neighborhood Development Fund and/or the Affordable Housing Trust Fund, and the other fifty percent of such net revenues being set aside for eligible uses proposed in collaboration with community-based organizations; and REPEALING Ordinance Nos. 206-2020 and 301-2020 and any other policies relating to the expenditure of TIF District revenues, including without limitation, those policies adopted by the Administration in response to prior Council requests or actions, with the intent being that the policy adopted pursuant to this ordinance will exclusively control the use of TIF District revenues by the City of Cincinnati.

- 2. ORDINANCE (EMERGENCY) submitted by Sheryl M. M. Long, City Manager, on 10/7/2026, PROVIDING for the issuance of securities by the City of Cincinnati, Ohio, for the purpose of making recreational facilities improvements in the principal amount determined in accordance with this Ordinance.

- 3. ORDINANCE (EMERGENCY) submitted by Sheryl M. M. Long, City Manager, on 9/30/2026, AUTHORIZING the expenditure of up to $1,100 from Special Events Fund 314 to provide resources for upcoming Girls in Government programming, including purchasing a table at the Cincinnati National Association for the Advancement of Colored People (NAACP) Annual Freedom Fund Dinner on October 3, 2026, to allow up to ten school-age girls from Cincinnati Public Schools to attend; and DECLARING such expenditure to be for a public purpose.

- 4. ORDINANCE (EMERGENCY) submitted by Sheryl M. M. Long, City Manager, on 10/7/2026, AUTHORIZING the City Manager to execute a Funding Agreement with 530 Walnut LLC, an affiliate of Urban Sites Capital Advisors, LLC (Urban Sites), to facilitate the renovation of an existing building on the real property located at 530 Walnut Street in the Central Business District of Cincinnati into a new mixed-use development, including, in aggregate, approximately 63,117 square feet of residential space, consisting of approximately 67 residential rental units, and approximately 3,150 square feet of commercial space; AUTHORIZING the transfer and appropriation of $2,900,000 from the unappropriated surplus of Downtown/OTR East Equivalent Fund 483 (Downtown/OTR East TIF District) to the Office of Strategic Growth non-personnel operating budget account no. 483x105x7400 to provide resources for the renovation and construction activities associated with the residential component of the project located at 530 Walnut Street in the Central Business District of Cincinnati; and further DECLARING expenditures from such project account related to the renovation and construction activities associated with the residential portion of the mixed-use development located at 530 Walnut Street in the Central Business District of Cincinnati to be a public purpose and constitute a “Housing Renovation” (as defined in Ohio Revised Code Section 5709.40(A)(3)) that is located within the District 4-Downtown/OTR East District Incentive District, subject to compliance with Ohio Revised Code Sections 5709.40 through 5709.43. Long, City Manager, on 10/7/2026, AUTHORIZING the City Manager to execute a Funding Agreement with Clifton Heights Community Urban Redevelopment Corporation to facilitate acquisition and demolition on real property located at 2260 Vine Street in the Mount Auburn neighborhood of Cincinnati; AUTHORIZING the transfer and appropriation of $310,000 from the unappropriated surplus of Mount Auburn Equivalent Fund 524 (Mount Auburn TIF District) to the Office of Strategic Growth non-personnel operating budget account no. 524x105x7400 to provide resources for the acquisition of real property located at 2260 Vine Street in the Mount Auburn neighborhood of Cincinnati and demolition associated with the real property; and further DECLARING expenditures from such project account related to the acquisition of real property located at 2260 Vine Street in the Mount Auburn neighborhood of Cincinnati and demolition associated with the real property to be a public purpose and constitute a "Public Infrastructure Improvement" (as defined in Ohio Revised Code Section 5709.40(A)(8)) that will benefit and/or serve the District 24-Mount Auburn Incentive District, subject to compliance with Ohio Revised Code Sections 5709.40 through 5709.43. Long, City Manager, on 10/7/2026, ACCEPTING AND CONFIRMING the dedication to public use of an approximately 0.016-acre tract of real property as a portion of Reading Road, a public right-of-way for street purposes, in the Walnut Hills neighborhood of Cincinnati.

- 7. ORDINANCE (EMERGENCY) submitted by Sheryl M. M. Long, City Manager, on 10/7/2026, AUTHORIZING the City Manager to take all necessary and proper actions to cooperate with the Director of the Ohio Department of Transportation to facilitate the performance of various construction and bridge maintenance activities for the intersection of United States Route 42 and Interstate 71 ramps and Elsinore Place and for bridges over Interstate 71, in connection with the Ohio Department of Transportation’s project in the City of Cincinnati.

Long, City Manager, on 10/7/2026, AUTHORIZING the payment of $9,886.80 to A & S Play Zone LLC dba A & S Party Rental from Special Events Fund non-personnel operating budget account no. 314x101x0000x7299 as a moral obligation for event equipment rentals in support of the Dr. Martin Luther King, Jr. Memorial Unveiling and Community Celebration held on August 22, 2026 (the “MLK Memorial Celebration”); AUTHORIZING the payment of $5,395.60 to Magnetic Marketing Solutions, LLC, dba Decal Impressions, from Special Events Fund non-personnel operating budget account no. 314x101x0000x7232 as a moral obligation for printing services in support of the MLK Memorial Celebration; and AUTHORIZING the payment of $5,000.00 to Easley Blessed Photography LLC from Special Events Fund non-personnel operating budget account no. 314x101x0000x7299 as a moral obligation for photography services in support of the MLK Memorial Celebration.

Long, City Manager, on 10/7/2026, AUTHORIZING the payment of $12.54 to Business Information Solutions, Inc., dba Access Company (“Contractor”), from Internal Audit General Fund non-personnel operating budget account no. 050x109x0000x7299 as a moral obligation for outstanding charges related to document storage services received in March 2023; and AUTHORIZING the payment of $4.93 to Contractor from Internal Audit General Fund non-personnel operating budget account no. 050x109x0000x7299, pursuant to the attached then and now certificate from the Director of Finance, for outstanding charges related to document storage services received in April 2026.

Long, City Manager, on 9/30/2026, AUTHORIZING a payment of $12,725.19 to AssetWorks, Inc. from Enterprise Software and Licenses Non-Departmental General Fund non-personnel operating budget account no. 050x952x0000x7418 as a moral obligation for outstanding charges related to the assessment of current asset management and maintenance capabilities for the Department of Transportation and Engineering, the Department of Public Services’ City Facility Management Division, and the Enterprise Services Parking Facilities Division; and AUTHORIZING a payment of $12,500 to the Ohio Mayors Alliance from Other City Obligations Non-Departmental General Fund non-personnel operating budget account no. 050x959x0000x7452 as a moral obligation for 2026 membership dues.

Long, City Manager, on 10/7/2026, AUTHORIZING the City Manager to accept a technical assistance award of up to sixty hours valued at up to $15,000 from ICLEI - Local Government for Sustainability USA (ALN 66.957) to support predevelopment work on clean energy and energy efficiency projects.
- 12. ORDINANCE (EMERGENCY) submitted by Sheryl M. M. Long, City Manager, on 10/7/2026, AUTHORIZING the City Manager to accept and appropriate additional grant resources of up to $23,240.20 from the Highway Safety Improvement Program Abbreviated Safety Fund Grant awarded by the Ohio Department of Transportation (ODOT), to existing capital improvement program project account no. 980x232x252365, “UC Area Pedestrian Safety Grant PID 121859,” to implement pedestrian safety and street calming measures at various locations around the University of Cincinnati campus; and AUTHORIZING the Director of Finance to deposit the additional grant resources into existing capital improvement program project account no. 980x232x252365, “UC Area Pedestrian Safety Grant PID 121859.”
