- A motion was made by the Chair to adjourn the reading of the minutes to October 8. It passed unanimously.
- 120 SOUTH HAMILTON STREET: APPLICATION FOR COA FOR INSTALLATION OF A ROOFTOP SOLAR ARRAY CONSISTING OF 60 PANELS AND MICROINVERTERS. OWNER: HELAD RABADI; APPLICANT/CONSULTANT; CHELSEA BREEN; GRID #6161-38-133733; ZONING DISTRICT: RNA; FILE #2026-051No one was present to represent the application. It was also noted that there is an application for replacement of the roof that was not ready for consideration, and that the solar panel installation could not take place until the roof was approved. On a motion by Elisa Li, seconded by Thomas Parise, both application were unanimously adjourned to the October 8, 2026 meeting.
- 37 CARROLL STREET: APPLICATION FOR DESIGNATION OF CARRIAGE HOUSE ACCESSORY TO 85 SOUTH HAMILTON STREET, WHICH WAS LISTED AS A LANDMARK IN 2016. APPLICANT: EVAN MENIST; OWNER: GARY MAIER; GRID #6161-29-096846; ZONING DISTRICT: RNC; FILE #2026-045The applicant made a brief presentation on the application. The public hearing was opened on a motion by Elisa Li, seconded by Thomas Parise. <br><br>Historic District resident Holly Wahlberg, who also prepared the original application nominating 85 South Hamilton Street, spoke, summarizing the historical and architectural significance of the carriage house/barn at 37 Carroll Street, and importance of protecting the structure. There were no further speakers. The public hearing was closed on a motion by John Bartlestone and seconded by Thomas Parise. <br><br>The Commission then discussed and confirmed the merits of the application, agreeing that the intent of the 2016 nomination was to include both the property at 85 South Hamilton Street and 37 Carroll Street. A motion was made by John Bartlestone and seconded by Elisa Li, passing unanimously, that the application meets the criteria for designation, and directed staff to refer the nomination to the Common Council for action.
- 120 SOUTH HAMILTON STREET: APPLICATION FOR COA FOR PLACEMENT OF THREE HVAC ("MINI-SPLITS") UNITS ON THE EAST SIDE (REAR) OF THE RESIDENCE. OWNER: HELAD RABADI; APPLICANT/CONSULTANT: ROBERT HUYLO; GRID #6161-38-133733; ZONING DISTRICT: RNA; FILE #PB2026-025No one was present to represent the application. Commissioner Li and other Commissioners expressed general support for the application, appreciating the placement detail, but also had questions as to whether a retaining wall or a fence was proposed to screen the units.

- 15 DWIGHT STREET: APPLICATION FOR CERTIFICATE OF APPROPRIATENESS FOR RE-PAINTING THE SINGLE FAMILY RESIDENCE IN ITS ORIGINAL COLORS. APPLICANT/OWNER: AMANDA THORNTON; GRID #6161-38-162734; ZONING DISTRICT: RNA; FILE #PD2026-053Amanda Thornton, the owner/applicant, made a presentation on her application. The Commission found that the colors were well-chosen and very appropriate for the building, a nice combination. On a motion by Ashira King Wilson, seconded by Elisa Li, the Commission unanimously approved the application and granted the COA.
